| With the development of medical and health services,the concept of national health is becoming more and more popular,and social insurance and medical security have also been valued by the public.Since 2003 and 2007,China has carried out pilot projects of new rural cooperative medical care and basic medical insurance for urban residents to ensure the health of urban and rural residents in China.However,from the perspective of implementation effect,there are different degrees of differences between urban and rural residents in terms of financing amount,compensation treatment,and security level,which affects social equity.In 2016,in order to achieve more comprehensive and fair social security,China issued the Opinions of the State Council on Integrating the Basic Medical Insurance System for Urban and Rural Residents,requiring all localities to coordinate the implementation of new rural cooperative medical care and basic medical insurance for urban residents,and detailed provisions and principles for their implementation.The establishment of a unified medical insurance system for urban and rural residents is of far-reaching significance,not only promoting the equal enjoyment of medical security rights and interests by urban and rural residents,but also conducive to achieving coordinated and shared development and promoting common prosperity.However,the unification of medical insurance for urban and rural residents is an extremely cumbersome process,and the implementation in various places has not achieved the expected results,and there are still problems such as the large difference in the level of urban and rural medical and health services,the lack of medical professionals,and the imperfect system design.Based on the data samples from rural areas of County G,Anhui Province,guided by relevant theories such as public goods,dual economic structure,and social equity,this thesis uses literature analysis,field research,and comparative analysis,and based on local government documents and questionnaire interview results,to sort out the development status and effectiveness of basic medical insurance for urban and rural residents in rural areas in China,and analyze the problems that still exist in rural areas after the unification of the basic medical insurance system for urban and rural residents.Combined with the advanced practices of areas with relatively sound medical insurance construction at home and abroad,from the three aspects of optimizing the specific implementation plan,administrative management level and related supporting systems of the medical insurance system for urban and rural residents,the policy suggestions for improving the basic medical insurance system for urban and rural residents on the development of rural areas are discussed,in order to provide new ideas for the development of basic medical insurance for urban and rural residents in County G and other regions. |
