| Health is essential for the development of human society,is the cornerstone of the economic and social advancement.In 2016,the CPC Central Committee and The State Council issued the Outline of the "Healthy China 2030" plan,which made the building of a healthy China a national strategy,took the people as the starting point and goal,promoted health reform,helped finish building a moderately prosperous society in all respects,and accelerated the socialist modernization process.Standing at the historical intersection of the two Centenary Goals,health poverty alleviation is an important part of the 2030 Goal of Healthy China.It is also a hard bone and key link in poverty alleviation and poverty reduction,and plays a strategic role in building a modern socialist country in an all-round way.By the end of 2020,China had completed the arduous task of poverty alleviation as scheduled,lifting all rural poor population out of poverty by the current standard,which is a milestone in the modernization drive.However,as we enter the first year of the second Centenary Goal,building on the progress made in poverty alleviation to prevent a return to poverty remains a top priority.Therefore,improving the rural health poverty alleviation policy and establishing a scientific and complete policy evaluation system are the basic guarantee for consolidating poverty alleviation and building a moderately prosperous society in an all-round way and realizing the great rejuvenation of the Chinese nation.Firstly,the realistic background and significance of the research on the performance evaluation of health poverty alleviation policy are discussed,the research status at home and abroad is sorted out and briefly reviewed,the main ideas and methods of the research are determined,and the innovation points of the research are clarified.Then on poverty,health,poverty alleviation,performance evaluation,performance evaluation of public policy illustrates the related concepts,such as introducing the theory of government performance management,policy cycle theory and resource management theory,the feasibility of performance evaluation of rural health poverty alleviation policy theory,to clarify the target of the performance evaluation of rural health policy for poverty alleviation.Secondly expounds the performance evaluation system of rural health poverty alleviation policy design and the index weight determining process,the main research of rural health poverty alleviation policy performance index system of the basic principle to construct the evaluation index system,the basis and the concrete design steps,using the Delphi method and analytic hierarchy process(ahp),by constructing the first,second and tertiary index of judgment matrix,calculated each evaluation index weight,SPSSAU software was used to carry out operation analysis on each index and pass consistency test,which showed that the index system was feasible.The weight of the policy performance evaluation index system was determined according to the steps,and the model construction and standard formulation were completed.Through the performance evaluation of rural health poverty alleviation policy in Jiangsu Province,the model is verified,the ineffectiveness of policy implementation is found,the possible causes of weak links are analyzed and the corresponding countermeasures are put forward.At last,through empirical study,finds that the model based on analytic hierarchy process(ahp)and Delphi method,constructs the evaluation system for rural health policy for poverty alleviation,is in line with the country revitalization of the development of evaluation system,but the index selection and system design is more extensive,personalized index cannot reflect,and easily influenced by subjective factors in the process of evaluation,The index system and scoring standard should be further standardized in order to realize the long-term and sustainable development of rural health poverty alleviation policy and play a role in realizing the ultimate goals of the two strategies. |
