The Research On The Problems And Countermeasures In Capacity Building Of Changsha Autism Rehabilitation Institutions

According to the authoritative survey data,autism has been the first mental disability in China,and the prevalence of the disease is increasing year by year.Persistent behavioral and psychological interventions and special education are proved to be the most effective treatments for autism.In this context,autism rehabilitation institutions in China have developed rapidly,with a total of more than2700 institutions,and more than half of them are founded by parents,especially parents of autistic children.Autism rehabilitation institutions have uneven development levels and face a series of problems in the process of development.These problems are not only unfavorable to the development of autism rehabilitation institutions in China,but also unfavorable to the autism recovery and the happiness of families with autism.Therefore,it is of great practical and social significance to deeply investigate the development difficulties of autism rehabilitation organizations and explore the path of capacity building of autism rehabilitation institutions in Changsha.Based on learning organization theory,resource dependence theory and dynamic capability theory,this paper adopts the questionnaire survey and structured interviews methods to get to know and analyze the current situation of autism rehabilitation organizations and capability construction in Changsha,find out difficulties the organizations face in organizational credibility,service supply ability,innovation ability,resource integration ability and project management ability,and explores countermeasures and suggestions for organizational capability construction.In the construction of organizational credibility,autism rehabilitation institutions in Changsha should make strategic planning,establish democratic decision-making mechanism,and gradually improve the information disclosure system.In terms of service supply capability construction,the institutions should establish effective rehabilitation courses and standard evaluation system,set up parents training program as well as parent-to-parent communication system,and establish and improve the communication mechanism of the organization,smooth effective communication between relevant parties of the service.In terms of innovation and enterprising ability,the institutions should promote new cultural,advocate the development of new rehabilitation courses and evaluation standards,and participate in the development and application of new technologies.In the capability construction of resource integration,the institutions should encourage their staff to join in all kinds of discussions and sharing sessions,maintain mutual trust and partnership with the government,explore third-party cooperation resources and facilitating industry sharing.In terms of project management capability,the institutions should make full use of public welfare classroom projects,take good care of volunteer management,and improve project planning and execution ability.
