Research On The Problems And Countermeasures Of The Pilot Program Of Combining Medical Care And Elderly Care In Yueyang City

With the acceleration and deepening of the aging process in China,the elderly population in China is also becoming more and more old,and the number of disabilities and diseases among the elderly population is gradually increasing.However,the original traditional support model has been unable to adapt to the multi-level and diversified support needs of the Chinese elderly.The combination of medical care and elderly care has the characteristics of disease treatment,disease-free elderly care,and the combination of medical care and elderly care.At present,the combination of medical and elderly care services has received extensive attention.Under the guidance of relevant documents and policies of the State Council and national ministries and commissions,governments at all levels have formulated relevant policy documents based on local conditions to support its development.With the introduction of the list of national pilot cities,many cities and districts are also carrying out pilot promotion and some achievements have been achieved.However,its development is still immature,and the theoretical foundation supporting its development is relatively weak.During the pilot process,both There have been some general problems,and there are also some local problems in various places.In recent years,with the launch of the pilot work of combining medical and elderly care services,many places in my country have explored solutions to these problems.On the basis of commenting on the relevant situation and development status of the combination of medical and elderly care services at home and abroad,this paper explains and introduces relevant concepts such as local government,elderly care services,and combination of medical and elderly care services.,Welfare pluralism theory and policy pilot theory as the basis,using literature research methods,comparative analysis methods,and survey research methods to interpret and analyze the policies that have been formulated for the pilot program of combining medical and elderly care services in Yueyang City,Hunan Province,and the operation of the pilot.Through discussion and analysis of relevant issues,it is concluded that the current pilot program of medical and elderly care integration in Yueyang City involves a lack of a sound public policy system,insufficient effective supply of medical and elderly care institutions,and insufficient training of medical and elderly care professionals.The main reasons are that the elderly do not accept the model of combining medical care and elderly care,the government has multiple management,the system and mechanism are not smooth,the support for institutions combining medical care and elderly care is not in place,and the salary and training system of professional medical staff is unreasonable.When understanding,analyzing and discussing the operation of the pilots of combining medical and elderly care services in Guangzhou and Qingdao,valuable experience and inspiration were obtained: actively absorb social capital,improve the level of informatization,and actively explore long-term care insurance.Through the investigation,we put forward suggestions for improvement in Yueyang City,focusing on improving the ideological understanding of the local government and the elderly on the combination of medical and elderly care,rationalizing the system and mechanism for the pilot work of combining medical and elderly care,broadening the guarantee channels for the combination of medical and elderly care services,and strengthening Suggestions on the construction of professional talent team etc.It is hoped that through this survey,policy recommendations to promote the in-depth development of the pilot program of the combination of medical and elderly care services in Yueyang City will be put forward,so as to provide more comprehensive support for the improvement and development of the pilot program of the combination of medical and elderly care services in Yueyang City,and further expand the scope.The operation and development of the pilot projects of combining medical care and elderly care services in other pilot cities in my country can provide some reference.
