Research On The Problems And Countermeasures In W City Government’s Promotion Of Combining Medical Care With Elderly Care

For several years,the degree of aging population of our country has deepened by years,bringing more and more challenges.Accompanying it is the rapid development of our country,which has greatly let the masses have a better life than before,and has made the demand for healthily elderly care by the elderly also increase.The traditional pension institution is unable to supply promptly medical service to varying degrees,and the diversified needs of the elderly for the elderly care cannot be met.Under this circumstance,it expands a new way for our country to solve the problem of healthily elderly care for the elderly that the combination of medical care and elderly care.Therefore,since the state proposed the concept of "combination of medical care and elderly care" in 2013,our country has drawn on the relevant experience of developed countries and has formulated multiple policies one after another to encourage the industry’s development in various regions,in order to develop an approach to settling the aging problem suitable for our country’s national conditions.W city,a new second-tier city,is located on the shore of the Bohai Sea,whose economic and social development has been rapid in recent years,but what is accompanying it is entering an aging society early,a large and rapidly growing elderly population,the growing demand for medical care and elderly care services for the elderly,therefore,the W city government has been making great efforts to promote the combination of medical care with elderly care,and achieved certain results.Up to now,W city has established a combined medical and elderly care service system with home-based elderly care as the main body,community elderly care and institutional elderly care,to provide diversified medical and elderly care services for the elderly to meet the needs of medical care at different levels;actively explore the service system of "smart elderly care",taking the lead in establishing a smart elderly care service center in the province,to systematically manage the medical and elderly care resources in the region,which will greatly accelerate the integration and development of the medical and elderly care industry;vigorously promote the construction of medical and elderly care service places,and explore various forms of cooperation such as government-owned and civilian-run to participate in industrial co-construction.But in the meanwhile,due to insufficient publicity,imperfect policies and industrial systems,and lack of adequate training,there are still some problems in the development of the medical and elderly care industry in W city: insufficient policy promotion,low public acceptance;over-priced service with too little medicare reimburses,which gives a heavy burden to the elderly;imperfect evaluation,review and supervision system,which brings resistances to service promotion;insufficient professionals and nervous medical staff.It is urgent to solve the above problems in the construction of the combination of medical care and elderly care industry in W city to achieve healthy and stable development.Based on the theory of polycentric governance and the new public service theory,and according to the problems and causes,there are some targeted countermeasures and suggestions :from the government side,it is necessary to strengthen service thinking,and through multi-departmental coordination,formulate comprehensive supporting policies,improve evaluation standards and regulatory systems,and establish a medical insurance system that includes social basic medical insurance,long-term care insurance,and commercial insurance,so as to improve the relevant policies and systems to play a guiding function for industrial development and construction;from the market side,the government should increase capital investment to attract more social capital to participate in,strengthen the interaction between the supply and demand sides,forming a positive interaction between the supply side and the demand side to promote the joint participation of the government,the market,and the elderly in industrial construction;from the social side,it is necessary to strengthen public opinion propaganda to expand the public’s acceptance of the combination of medical care and elderly care,eliminate occupational prejudice,expand talent training channels,and improve talent promotion channels to attract more people to participate in industrial construction,so as to promote the long-term and stable development of the medical and elderly care industry in W city.
