Objective To construct the evaluation index system of the construction and operation of county medical community of Hainan province,to analyze the current issues of county medical community in different areas of Hainan province,and to monitor and evaluate the construction and operation of county medical community in time,to provide reference for government departments,and as a basis for the continuous promotion of county medical community construction.Methods An evaluation system for the construction and operation of countywide medical communities in Hainan Province was constructed,including three-level indicators,through literature analysis,on-site investigation,semi-structured interview and Delphi expert consultation.The analytic hierarchy process was used to empower the evaluation index system,and a sample county medical community was selected for an empirical study using the weighted TOPSIS method.Results After two rounds of expert consultation,7 third-level indicators weredeleted,and a set of evaluation index system for the construction and operation of county-level medical communities in Hainan Province was finally constructed,including 5 first-level indicators,15 second-level indicators and 58 third-level indicators.The dimensions and weights of the five first-level indicators are:organizational governance(28.54%),sustainable development(23.51%),efficiency improvement(15.13%),resource integration(17.04%)and efficiency and benefit(15.77%).The positive coefficient and authority coefficient of experts participating in Delphi consultation were both higher than 85%,and the consultation results were reliable.The analytic hierarchy process was used to assign weights,and the feature vector W and the maximum characteristic rootλmaxwere calculated through the pairwise comparison scores of 21 judgment matrices in three levels to obtain the index weight.The CR value of all matrices was less than 0.1000,and the consistency of expert scoring was high.Two national pilot county medical communities and two non-pilot county-wide medical communities in Hainan Province were selected to apply weighted TOPSIS method for empirical research.By transforming the data in different standard value directions,and then normalizing the original data,the proximity score between the samples and the positive ideal solution was calculated,and finally the evaluation objects were ranked according to the score.The ranking results indicated that the construction and operation performance of the two pilot medical communities was better than that of the two non-pilot medical communities.Conclusions This study uses a variety of scientific methods to construct the evaluation index system for the construction and operation of county medical community in Hainan Province.The experts have a high degree of enthusiasm and authority,the index system is scientific and feasible.And the index is easy to obtain data,easy to analyze and operate.It is also different from the existing index system for county medical community in China,and suitable for the current management of county medical community construction in Hainan Province. |
