Research On The Problems And Countermeasures Of The Pilot Project Of Combination Of Medical And Nursing Care In Panzhihua City

In recent years,with the aggravation of China’s population aging and the continuous growing number of the elderly,the original elderly care system can no longer meet the multi-level,diverse,and high-quality health care needs.Deepening medical-nursing integration is an effective path to effectively integrating and allocating China’s medical and pension resources,which can maximize social resource utilization and provide healthy elderly services for elderly groups,especially disabled,half-disabled and self-living old people.Therefore,it is a good strategy for China to cope with population aging.Panzhihua City as a deeply aging city and the first-batch pilot city for national medical-nursing integration is representative,exemplary and famous to some extent.In recent years,the city has effectively exerted the advantages of medical resources and natural environment,and actively promoted the elderly care model of medical-nursing integration,and established a group of medical-nursing integrated projects and institutions,explored and developed some mature experience.However,the elderly care model of medical-nursing integration is still in the infancy,and the development speed is relatively lagged behind people’s livelihood needs.By studying and sorting out literature,conducting exchange interviews with relevant personnel of the government,Conducting field visits to medical and health care institutions,primary health care institutions,hospitals,Panzhihua International Wellness Institute,etc.the author obtained the medical-nursing integration related data of Panzhihua City and acquired the actual construction of medical-nursing integrated pilots.Further,the author adopted PEST analysis method to comprehensively analyze the current situation of the city’s medical-nursing integrated pilots,refined pilot experience,found out the existing problems,Taking the welfare pluralism theory,public goods theory and welfare governance theory to analyze the profund-level reasons and propose countermeasures to further improve the pilot development of medical and health care integration in Panzhihua City.This paper mainly draws the following conclusions: Compiling four experiences of Panzhihua City’s medical and health care integration pilot from the four perspectives of policy,economy,society and technology of PEST,to introduce a more complete medical and health care integration policy,monitor and evaluate the current situation of medical and health care integration industry development,use university education resources to cultivate medical and health care service talents,and dynamically revise and improve the policy,forming a complete closed loop,which are effective pilot experiences.There exist some problems in the integration of government department functions,stable operation of medical-nursing integrated institutions,and the guarantee of medical-nursing integrated services,which are mainly caused by the imperfect management systems,poor public service guarantees,and insufficient supply of resource factors,etc.Exploring the boundaries of responsibility of Panzhihua government,community and market regarding the supply of medical and health care services,advanced experience and effective practices of foreign long-term nursing model,Proposing countermeasures on the three levels of government responsibility,community inclusion and market life,and establishes a theoretical model of medical and health care integration model in line with the characteristics of Panzhihua city and administrative system,so as to help solve the current problems of medical and health care integration pilot in Panzhihua city and clarify the development trend of medical and health care integration pilot in Panzhihua city.
