Research On The Text Analysis Of Healthcare Big Data Policy In China

In 2015,the State Council issued the Action Plan for promoting the development of big data,marking the official launch of China’s national strategy on big data.In 2016,the State Council General Office issued guidelines on promoting and regulating the development of health care big data applications,which for the first time incorporated the development of health care big data applications into the national big data strategic layout.Subsequently,from the central to the local and then to the enterprises have promulgated a number of health care big data related policies,which set off the development and application of China’s health care big data boom.Therefore,it is of great significance to fully and deeply explore and understand the connotation of health care big data policy and promote the implementation of related policies as soon as possible.This paper is based on 1081 relevant policy documents(34from the central government and 1047 from the local government)collected from Peking University’s magic weapon,firstly,the connotation of the central government policy is analyzed by means of policy tools.Secondly,the relevant laws and regulations of the pilot provinces of big data of health care are analyzed by means of Content analysis Close to the relevant enterprise planning,in-depth exploration of China’s health care big data policy system development characteristics.Finally,from the macro level,this paper analyzes the relevance of policy terms by cluster analysis,and at the same time expounds the advantages and disadvantages in the use of policy tools,it is concluded that the government of China has a comprehensive and clear strategic layout for the overall construction of big data in health care,but the development of each pilot province is different,the policy implementation is different and other related issues;On the basis of this,the paper puts forward some suggestions for the future government to try to optimize the internal structure of policy tools,rationally consider the allocation of policy elements,and pay attention to the cooperation of different subjects of policy tools and health care big data policy,with a view to China’s health care big data policy system optimization and improvement.
