Study On The Issue Of Prison Purchasing Medical Service In G Province

Prison is an important judicial place in the national penalty,which undertakes the responsibility of supervising,reforming and protecting prisoners.With more and more prisoners entering prison with diseases,the medical power in prison is weak and the medical resources are scarce.When the medical institutions in prison are difficult to meet the growing medical needs of prisoners,purchasing medical services outside prison has become an important supplement for the prison to perform the function of medical security.At present,the prison management departments of all provinces in China have no corresponding norms and guidelines for the purchase of medical services by prisons,and there is no specific explanation for the degree of protecting the life and health of the prisoners,resulting in a variety of problems in the process of purchasing medical services by prisons.By introducing the current situation of purchasing medical services in F prison of G Province,this paper reveals the problems such as large capital gap,excessive total services and failure to achieve the expected results,and studies and analyzes the problems by using the methods of participatory observation,case analysis and interview,combined with the theory of New Public Management and the theory of Public Goods,it is found that the causes are imperfect laws,deviation in the understanding of prison management,lack of special funds for purchasing medical services,single undertaking subject and lack of assessment and supervision mechanism.In order to effectively solve the problem of prison purchasing medical services and promote the benign and healthy development of prison purchasing services,it is proposed to make countermeasures to solve the above problems by improving relevant laws and regulations,raising awareness of prison management,broadening medical fund channels,establishing a new medical cooperative purchasing mode and improving the assessment and supervision mechanism.It is proposed to establish a new medical cooperative purchase model as the innovation point,so as to improve the construction of prison’s own medical force ignored by previous studies,and gradually reduce the dependence on medical institutions outside prison.
