Since the outbreak of Covid-19 for more than three years,Covid-19 has had a great impact on the economic and social development of many countries because of its characteristics of rapid transmission,strong concealment and insufficient knowledge of the virus.The outbreak of Covid-19 has had a profound impact on y public hospital.It not only tests all aspects of Y public hospital’s business capacity,but also brings a severe test to y public hospital’s emergency response capacity and management level.The occurrence of public health emergencies has put forward higher requirements for the financial emergency management of public hospitals,which not only ensure the normal operation of public hospitals,but also increase the collection of funds under the condition of epidemic emergency,extra-budgetary funds management and cost control.Through the analysis of the financial emergency management of Y public hospital during the covid-19 epidemic,the financial emergency countermeasures were put forward to ensure the smooth operation of public hospital in the future.On the basis of consulting relevant materials at home and abroad,this paper chooses Y Hospital as the research object,analyzes the financial statements of the hospital during the three-year period of the COVID-19 epidemic,fully researches relevant departments,uses case analysis,comparative analysis and other methods to analyze the existing problems of Y Hospital and puts forward countermeasures.First of all,this paper combs relevant literature at home and abroad to understand scholars’ research on hospital financial emergency management system under emergencies.Secondly,the relevant concepts and theoretical basis are introduced,and the risk assessment theory and collaborative governance theory are used to analyze the financial emergency management problems of Y Hospital during the novel coronavirus epidemic.It is found that Y hospital has problems such as imperfect emergency budget management during the epidemic,unreasonable emergency cost mechanism,imperfect performance appraisal,lack of emergency materials and donation system,etc.And analyzed.Then,according to the analysis results,the corresponding optimization countermeasures are proposed.It is necessary to constantly improve the emergency budget management of the hospital under the emergency state,carry out emergency cost accounting,emergency materials system construction,and adjust the emergency performance plan.The countermeasures of hospital financial emergency management are improved from four angles to ensure the efficient development of hospital economic operation in emergency state.By studying the financial emergency management of Y hospital,when the hospital is faced with emergency again,we can change the financial emergency management plan of the hospital efficiently and accurately,to solve the problems in hospital financial emergency management during the three-year period of covid-19,and to provide effective support and guarantee for hospital Operation Management and sustainable development,it has certain reference and practical significance to the financial emergency management of public hospitals when dealing with public health emergencies. |
