1.Objective: February 2013,the disease emergency assistance system had been established.The disease emergency assistance system effectively solve the problems of patients who can’t afford the rescue.Also,it alleviate the pressure of emergency medical institutions owe cost,and ease the doctor-patient relationship to make medical staff focus on the rescue.Though the disease emergency assistance system has already made some achievements,it’s still on the initial stage and still got a lot of problems in the practical work.It is quite urgent and necessary to analysis the problems of the disease emergency assistance system is quite necessary.2.Methods: The paper is based on the theory of resource allocation and the poor deserve rights.It taking the origin and significance of disease emergency assistance system as a starting point.It analyses the operating situation of the disease emergency assistance system of Shanghai in the Hongkou District.Then it analyses of foreign status of emergency medical services to get some inspiration.Finally it attempts to put forward countermeasures for the disease emergency assistance system of Shanghai.3.Results: The problems in the practical work of the disease emergency assistance system of Shanghai are relating to the lack of the special fund,professional social worker,rehabilitation hospitals that allows those special patients to be transferred to.4.Conclusion: In order to perfect the disease emergency assistance system of Shanghai,the policymakers should focus on the improvement of measures for the management of the emergency funds,the system of the social workers of emergency and the system of rehabilitation treatment.
