Research On The Problem And Countermeasures Of Combining Medical And Health Care In Shenyang Community Elderly

The aging situation in Shenyang has become very serious,and as the old population grows and disease risk rises with age,seniors are increasingly choosing to get both medical and nursing care.Most recently,Shenyang has achieved good results in promoting the development of community medical and nursing integration as a pilot city,satisfying the medical and nursing needs of the elderly to a certain extent and effectively improving the quality of life of the elderly,but how to effectively integrate medical and old-age resources to achieve high-quality,multi-layered development of community medical and nursing integration is still an urgent problem.This paper takes Shenyang’s community elderly medical and health care integration service model as the research object,takes welfare pluralism theory and synergy theory as the theoretical basis,reads and composes a large amount of literature and relevant policy documents about the integration of medical and health care services at home and abroad,and understands the policy design and practical exploration of community elderly medical and health care integration in Shenyang through interviews and questionnaire surveys.After questionnaires and interviews with multiple subjects,it was found that the following problems exist in the integration of community elderly medical and nursing care in Shenyang,for example,the lack of coordination and management system of the main supply body has resulted in the fragmentation of the supply of combined medical and nursing care services for the elderly in the community;the imbalance of resource allocation and the lack of coordination of resources;the single source of funding,which limits the diversity of the supply of service items;the shortage of professional talents and the low degree of specialization in nursing institutions,which cannot adapt to the multi-level medical and nursing care needs of the elderly,etc.Through the analysis,it is found that the main reasons for the above problems are: unclear boundaries of the authority of the supplying body,lack of effective integration of senior care service resources,lack of multiple funding channels,and lack of effective professional talent retention and training mechanisms.Finally,taking into account the actual situation of Shenyang city,the countermeasures and suggestions for improving the combination mode of community aged care and medical care in Shenyang city are proposed in terms of clarifying the boundary of authority and responsibility of the supplying body,promoting synergy,integrating community medical care and nursing care service resources,improving diversified financing channels and speeding up the construction of medical care and nursing care talent team.In order to enhance the accuracy and effectiveness of the combined community elderly medical and health care services,provide the elderly with diversified,professional,scientific and effective combined medical and health care services,and improve the sense of well-being and access of the elderly.
