Research On Performance Evaluation Of Urban Public Health Emergency Fund Budget

The effective use of urban public health emergency funds is an important guarantee to support accurate allocation of medical and health resources during the epidemic period.Since the outbreak of COVID-19 in 2019,governments at all levels have invested a large amount of funds for epidemic prevention and control,rescue and resource protection,and the corresponding public health emergency fund budget has been implemented rapidly.However,due to the lack of a unified public health emergency fund control plan,the problem of the effective use of fund budget compliance has become prominent.This has seriously affected accurate measurement of epidemic prevention and control.Therefore,with the aim of effectively supporting the prevention and control of the novel coronavirus outbreak,systematically analyzing and solving the problems existing in the performance evaluation of urban public health emergency fund budget is the core of public health emergency resource guarantee that needs to be urgently solved.First of all,based on the current situation of the performance evaluation of urban public health emergency fund budget,this paper systematically analyzes the main problems existing in the performance evaluation process of public health emergency fund project initiation,fund allocation,fund allocation and fund use under the impact of the novel coronavirus epidemic.The performance evaluation index system of urban public health emergency fund budget has been established.Then,based on the establishment of the indicator system and combined with the questionnaire result statistics of associated subjects,this paper adopted the evaluation algorithm of CRITIC to realize the objective evaluation of indicator weight.At the same time,TOPSIS evaluation algorithm was introduced to put forward a comprehensive evaluation model of the budget performance of urban public health emergency funds.Finally,a case study was carried out in Taiyuan City,which proposed the resource guarantee plan for urban epidemic prevention and control for the first time in China,to verify the functionality and feasibility of the comprehensive evaluation model.Based on the analysis of the model evaluation results,some suggestions are proposed to optimize the policy framework,supervision system and cooperation network of urban public health emergency fund budget.In view of the effective research on the performance evaluation of urban public health emergency fund budget under the background of COVID-19 prevention and control,the comprehensive evaluation model proposed in this paper complicates the theory and method of the performance evaluation of urban public health emergency fund budget under the scene of public health emergencies,and further improves the index system and evaluation method of the traditional performance evaluation of public health emergency fund budget.At the same time,the analysis of public health emergency fund budget performance evaluation as a deepening of urban safety research in the field of public health emergency resources guarantee,its effective solution can provide accurate financial fund budget support for the construction of urban public health security risk prevention and control system.
