The problem of corruption in the field of medical and health care has always been a hot topic of social concern.As an important provider of medical services in China,public hospitals undertake the responsibility of providing basic medical and public health services for the general public.At present,corruption cases in public hospitals occur frequently,which has seriously violated the vital interests of the public,violated the public welfare nature of public hospitals,and aggravated social problems such as "expensive" and "difficult" to see a doctor,It hinders the implementation of the "Healthy China" strategy.The report of the Twentieth National Congress of the Communist Party of China still emphasizes "combating corruption and punishing evil with zero tolerance" and "resolutely combating unhealthy practices and corruption around the masses".Therefore,it is urgent to study the causes of corruption in public hospitals,build an effective mechanism that does not dare to corrupt,cannot corrupt,and does not want to corrupt,so that public hospitals can truly return to public welfare.This paper adopts the methods of literature research,interview investigation and case analysis,interviews with relevant personnel,and collects and collates 52 actual public hospital corruption cases for analysis.First of all,it analyzes the manifestations of corruption in public hospitals,and finds that accepting kickbacks in medical procurement,accepting bribes in hospital engineering projects,and hospital staff receiving medical "red packets" are relatively high incidence of corruption in public hospitals.Secondly,it analyzes the key indicators such as the amount of money involved in the case,the incubation period of corruption,and the positions involved in the case,showing the characteristics of large amount of corruption involved in public hospitals,long incubation period of the case,strong concealment,and high risk of corruption in key positions.At the same time,we will sort out and analyze the current policies and measures to curb corruption in public hospitals in China.Based on the theories of market failure and principal-agent,this paper studies the causes of corruption in China’s public hospitals,and believes that the causes of corruption are multifaceted.In terms of the medical and health system,there are problems such as the imperfect compensation mechanism of public hospitals,the unreasonable incentive mechanism of medical staff and the management system;The failure of medical service market can easily lead to medical corruption in public hospitals from the perspective of monopoly,information asymmetry,public product attributes and externalities;In terms of government supervision,there are such factors as overlapping supervision institutions and limited role of relevant policies and measures;In the management of public hospitals,it is due to the lack of internal supervision and restriction on power and the deviation of value orientation;In terms of social environment,it is affected by the bad social atmosphere,and the social supervision force is weak to play its role.Finally,based on the analysis of the causes,this paper puts forward countermeasures and suggestions to prevent and control corruption in public hospitals from four aspects.
