The problem of corruption is called the "cancer of politics." In our society,corruption is emerging one after another.Once discovered,corruption will arouse great attention from the whole society.Since the 18 th National Congress of the Communist Party of China,my country has achieved certain results in combating corruption,and the anti-corruption struggle has become overwhelming.However,some industry-specific corruption problems or "hidden rules" problems of the industry still exist.For example,the problem of corruption in the medical field has always been a worldwide problem,and corruption problems in this field in our country are also endless.In recent years,there have been many reports of corruption in my country’s medical field.In the field of pharmaceutical purchase and sale,the collection of rebates has become a "hidden rule" in the medical and health industry.The behavior of medical workers for profit in various ways has caused the problems and contradictions that have been accumulated for a long time in the medical field to continue to ferment in the society.Especially in the primary medical institutions,there are more and more problems of collective corruption,and the problem of collective corruption in the medical field is serious.The extent,the breadth of the scope and the social harm it produces are jaw-dropping.Due to the characteristics of being difficult to detect,long time span,and large numbers of people involved,anti-corruption governance in this field has little effect.This paper studies the collective corruption that has occurred in primary medical institutions in recent years,analyzes its basic characteristics,finds out its generation logic,and proposes prevention and control recommendations and governance paths on this basis,which is of great significance for improving the quality of medical services.In theory,this research focuses on the grassroots level,taking the collective corruption cases in the medical field of Q City as the research object,clarifying the internal mechanism of collective corruption in the grassroots medical field,which not only enriches the research field of corruption,but also supplements related research.The theoretical basis of the field provides a theoretical basis for the targeted treatment of corruption in the medical field.From the practical application point of view,this article combines the actual situation at the grassroots level in my country to study collective corruption in the medical field,proposes targeted governance plans,explores more methods and ideas to solve the problem,and has practical significance for improving the governance level of collective corruption in the medical field.This article focuses on three methods of literature analysis,case analysis,and text analysis.The main text is divided into three parts to discuss the research theme.The first part elaborates the related concepts of corruption,collective corruption,and collective corruption in the medical field.Corrupt people refer to those who have a certain amount of public power to control public resources.Different from the corruption that usually occurs among public officials,collective corruption in the medical field occurs among medical personnel with public power.These people use the convenience of their positions to realize their prescription power and management power for personal gain.The second part is a specific description of the selected collective corruption case in the medical field,expounding the specific background,process and specific results of the case.Focus on the key links,basic characteristics,key features,and key factors of corruption.Specifically,it includes the analysis of the formation of individual corruption in the case,the analysis of the construction of the corruption relationship network,the analysis of the external catalysts of collective corruption,and the summary of the experience and lessons of the case.From this,find out the law of collective corruption in the medical field,clarify the formation mechanism and generation logic of collective corruption in the medical field,and pave the way for the future discussion of governance plans and governance paths.The third part is based on the case analysis of collective corruption in the medical field.It is concluded that the factors that cause corruption found in the research are mainly profit-driven,psychological hints,and environmental enhancements.Opportunistic factors of corruption include system defects,implementation loopholes,etc.And put forward the corresponding governance countermeasures and suggestions,and put forward the governance path. |
