Performance Analysis Of Basic Public Health Service Project In Tangshan City

Objective Evaluate and analyze the performance of basic public health service projects in Tangshan,find out the reasons for the invalidity of DEA,and put forward practical suggestions for the development of basic public health service projects.Methods According to relevant documents and research results,it is determined to analyze from organization management,fund management and project implementation.In the analysis of project implementation,DEA analysis is used to establish research indicators,including 2 input indicators and 9 output indicators,and evaluate the TE,SE values and DEA effectiveness of 14 counties to analyze the efficiency of each county.Results The analysis results show that the overall performance of Tangshan is high,no problems are found in system construction,there are non-standard phenomena in fund management,regional differences in the implementation effect of each county and district,the project implementation performance of Yutian County and Lunan county is lower than other places,and the TE of Kaiping District is 1 in Caofeidian and Lunan District,which is technically effective;the SE value of Yutian County,Fengrun and Lubei District is less than 0.5,the scale is invalid,and other counties and districts are effective.Conclusion There are differences in the specific implementation performance of the project among counties in Tangshan city.DEA is invalid in Zunhua City,Lubei District and Fengrun District,while TE and SE are effective in Kaiping District and Lunan district.The DEA efficiency of other counties except these counties needs to be improved.Starting from the following four aspects: strengthen the training of relevant technicians and establish rewards and punishments;In terms of funds,we should simplify the allocation process of funds and strengthen the management of the use of funds;Reform the performance appraisal system and introduce a third-party appraisal organization to reduce the impact of interests and reduce the error rate of implementation to a certain extent;Strengthen the organization of publicity activities to improve the awareness rate of residents and improve their understanding and compliance.Figure 5;Table 12;Reference 50...
