Research On The Model Of Iwill Volunteers’ Participation In The Prevention And Control Of COVID-19 Epidemic From The Perspective Of Emergency Management

With the advent of the risk era,human society is facing an increasing number of sudden public crises,and how to conduct timely and scientific emergency management of public crises has become an important proposition for human survival and development in the future.Since the reform and development,China’s comprehensive national power has developed rapidly,and the society has become more and more complicated,with increasing uncertainty and risk.The Chinese government’s social governance capacity has been greatly challenged by frequent sudden public crises.It has become difficult to cope with these crises by relying on government power alone,and the introduction of social forces represented by volunteers and voluntary service organizations has become an important path to enhance the emergency management capacity of public crises in China at present.The joint participation of the government and the pluralistic social governance bodies represented by volunteers in public crisis emergency management with a cooperative action mechanism can effectively reduce the response cost of public crises,cultivate and promote volunteerism and civic consciousness,and jointly cope with the challenges brought by the risk society.By applying polycentric governance theory and collaborative governance theory,combining the special characteristics of sudden public crises and the objective situation of "big government and small society" in China,we can find that the ideal relationship model among various governance subjects in emergency management in China is "government led multi entity partnership".Based on this relationship model,the action model of volunteer participation in emergency management can be summarized as "action rule system,participation platform and system,response mechanism and action network,and interaction and cooperation among multiple subjects".Using this model as a framework and the successful cases of volunteer participation in emergency management as an entry point,we analyze the participation of iwill volunteers in the prevention and control of the novel coronavirus pneumonia epidemic and summarize the important role played by volunteers,the successful experiences accumulated and the problems revealed.Finally,we propose suggestions for optimization from the perspectives of promoting the advantages of volunteers and volunteer organizations in emergency management,further improving the standardization of volunteer participation in emergency management,and building a regular,systematic,scientific and professional emergency volunteer service system,including "optimizing the system and rule system for volunteer participation in emergency management,jointly building an orderly emergency volunteer action platform The four aspects of the proposal include "optimizing the system and rules system for volunteers’ participation in emergency management,building an orderly emergency volunteer action platform and system,improving the response mechanism and network for volunteers’participation in emergency management,and establishing a collaborative relationship between volunteers of multiple subjects in a combination of peace and war",with a view to forming an emergency volunteer service model led by the government and represented by volunteers with organized participation and institutionalized coordination of social forces.
