Research On Social Medical Policy Of Guangxi Based On The Historical Institutionalism Since Reform And Opening-up

Objective: The purpose of this study is to review the social capital medical policy of Guangxi,analyze the current situation of social medical management,further study the historical evolution of social medical management policy in Guangxi and the effect of implementing existing social medical management policy.To improve the influence of the people’s deep-rooted traditional ideas and the lack of development of the social medical institutions through the optimization of Guangxi’s social capital medical policy,to present a state of "small,scattered and weak" development,and to further satisfy the people’s multi-level health care in Guangxi Health service demand,improve Guangxi medical system,for other provinces social capital medical policy formulation.Methods: Applying mathematical statistics to compare social capital-run medical data of Guangxi over the years,including statistics on the number,scale,and number of employees in Guangxi’s social capital-run medical institutions to observe the performance of social capital-run medical policies in Guangxi.Based on the perspective of the historical system,and adopting a step-by-step coding method to establish a grounded theory,this article will sort out the policies of Guangxi’s social capital-run medical services and summarize the development process of Guangxi’s social capital-run medical policies.Then the author puts forward countermeasures after thinking about the shortcomings in Guangxi’s social capital-run medical services.Results: Social capital-run medical policies in Guangxi has gone through three main stages: the first stage from 1978 to 1993,it was the initial stage for social capital-run medical policies in Guangxi;the second stage from 1994 to 2008,it was the development stage for social capital-run medical policies in Guangxi;the third stage from 2009 to now,it is the strategic support stage for social capital-run service in Guangxi.At present,the amount of social capital-run medical and health resources in Guangxi is increasing year by year,which can actively respond to market demand.Taking social capital-run hospitals as an example,although the number of social capital-run hospitals in Guangxi is basically the same as that of public hospitals,but the scale and overall efficiency of the social capital-run hospitals are still significantly lower than that of public hospitals.By analyzing Guangxi’s social capital-run medical policies,it can be seen that the current implementation of social medical management policies is mostly a mandatory system issued by higher-level governments to local governments,although the government encourages,supports,and regulates the development of social capital-run medical services to a certain extent,some of the policies violates the laws of the market.Conclusion: social capital-run medical services in Guangxi still faces problems such as insufficient professional talents,insufficient driving force for social medical services,and imperfect supervision system for social capital-run medical services.The government should be guided by Marxist theories,and strive to establish and promotes the social capital-run medical system with Chinese characteristics,and upgrade the social capital-run medical supervision system,and increase the basic salary and benefits of medical and health professionals to ensure the supply of medical and health professional talents.
