Research On The Implementation Of Drug Electronic Receipt Policy In Jinan City Based On Smith Model

Establishing a drug traceability system is an important means to effectively prevent drugs from unknown sources from entering the market and harming human health.Building a traceability system is not only an inevitable choice for the pharmaceutical industry to enter the market,but also an innovation of the pharmaceutical industry in the context of big data.The"electronic receipt" policy for drugs is an innovative measure taken by the Jinan Municipal Drug Administration to implement a drug traceability mechanism between the drug chain headquarters and stores,and a major breakthrough in achieving electronic traceability in the retail transportation and distribution of drugs.It is of important promotional significance in clarifying the source and destination of drugs and ensuring drug quality.Currently,2858 stores in 35 chain headquarters in Jinan are using "electronic receipts",with a policy coverage rate of 79%.This article analyzes and studies the implementation of Jinan’s drug "electronic receipt"policy from the perspective of Smith policy model theory.Firstly,it describes the background and significance of the topic selection of the "electronic receipt" policy as the theme of this article,and summarizes the research on the construction of drug traceability system and policy implementation theory by domestic and foreign scholars.Through questionnaires,interviews,and field visits,it is found that the implementation of the "electronic receipt"policy in Jinan City has problems such as an imperfect policy system,low efficiency in the implementation of the implementing agencies,insufficient recognition and support from target groups,and a poor policy implementation environment.The reasons are analyzed from four perspectives:"idealized policies","implementing agencies","target groups",and "policy environment":defects in the design of policy schemes,implementation weaknesses in implementing agencies,low participation of target groups,and the policy environment affecting implementation effectiveness.As a countermeasure,it should be targeted from strengthening and improving the design of policies,improving the execution efficiency of executive agencies,increasing the participation of target groups and improving the environment for policy implementation.
