With the outbreak of the COVID-19 pandemic in 2020,cold chain logistics,as an important part of modern logistics system,has seen multiple incidents of COVID-19 transmission caused by cold chain logistics,posing a threat to the cold chain logistics industry and related companies.This has exposed the problems such as inadequate personnel management and imperfect regulatory system in the operation of cold chain logistics,which can easily lead to COVID-19 transmission risk such as "human-to-human" and "human-to-object" during cold chain logistics operations.This study focuses on the cold chain logistics of BH Meat Company(“BH Company”)in Hulunbuir City.With the identification,evaluation and response to COVID-19 transmission risk as the main research thread,a comprehensive approach combing literature review,survey questionnaire,Decision Making Trial and Evaluation Laboratory(DEMATEL),Interpretive Structural Model(ISM),Fuzzy Analytic Hierarchy Process(FAHP)methods is used.Firstly,based on the analysis of the current situation of COVID-19 prevention and control management in the cold chain logistics of BH Company,a survey questionnaire method is used to identify 20 risk factors in the four links of cold chain logistics production,processing,refrigeration,transportation,and sales.Then,the DEMATEL method is used to conduct correlation analysis on the initial identification results to make the complex causal relationships clearer,and 16 key risk factors are screened out as the basis for risk evaluation and response.Secondly,based on the results of secondary identification,a risk evaluation system is constructed and the combination of DEMATEL and ISM methods is used to quantify the correlation between COVID-19 transmission risk factors in cold chain logistics,and to construct an ISM hierarchical structure of risk factors,and divide 16 key risk factors into three levels based on the hierarchy: deep risk factors,middle risk factors,and surface risk factors,Then the FAHP method is used to calculate the risk levels at three levels.Finally,Based on the risk assessment results,combined with the four basic strategies of risk avoidance,risk transfer,risk control and risk retention,we focused on addressing the deep risk factors,optimized the risk response plans of the middle risk factors and the surface risk factors,designed detailed and specific response strategies for each risk event,and made up for the current prevention and control management loopholes of BH Company.The research conclusions of this paper provide theoretical and methodological support for improving BH’s response ability to COVID-19 transmission risks in cold chain logistics,and provide reference for China’s epidemic prevention and control work and risk management in cold chain logistics industry.
