Study On Collaborative Governance And Optimization Path Of Stroke Prevention And Treatment Service System-Taking L City As An Example

With the accelerated development of the economy and the aging process of the population,the incidence of stroke is on the rise.The contradiction between the increasing demand for stroke services and inadequate supply is prominent.In response to this situation,the National Health Commission proposed the construction of an integrated stroke prevention and treatment service system of "prevention,treatment,management,and rehabilitation",and emphasized the acceleration of the construction of a top-down linked stroke prevention and control model through multi-subject collaborative governance.Based on this,this study proposes to research collaborative governance of stroke prevention and treatment service system,and to find practical paths for optimization and development.With "how to better promote the construction of stroke prevention and treatment service system" as the core topic,this study conducts a systematic analysis of stroke prevention and treatment service system construction in China based on the theory of collaborative governance.First,the necessity of stroke prevention and treatment,and construction process of stroke prevention and treatment service system in L City are summarized,and quantitative and qualitative research are conducted based on questionnaire survey and interview method,including health administrative departments,medical institutions,disease control centers,and the general public in 11 districts and counties under L City.A total of 2432 valid questionnaires were collected,with an effective recovery rate of 96.05% after excluding invalid questionnaires with response time less than 20 seconds.By analyzing the historical evolution and the quantitative and qualitative research on the current construction status,this study summarizes the specific problems of the construction of stroke prevention and treatment service system in L City,analyzes the generation logic of collaborative governance of stroke prevention and treatment service system,and transforms the solution of the problems into how collaborative governance can promote the optimization path of stroke prevention and treatment service system construction.Secondly,a large number of useful explorations have been made in developed regions at home and abroad on the construction of stroke prevention and treatment service system.From the perspective of learning and reference,based on literature research and comparative research method,this study proposes the conceptual positioning of collaborative governance of stroke prevention and treatment service system in China and summarizes the construction experience that can be referenced.Thirdly,the key to collaborative governance lies in the participation of multiple stakeholders.Based on stakeholder theory,this study identifies the stakeholders of stroke prevention and treatment service system construction in China,constructs a theoretical framework of collaborative governance,identifies relevant subjects,and builds collaborative mechanisms.Finally,taking how to better carry out collaborative governance of stroke prevention and treatment service system as the starting point of the research,this study proposes specific optimization paths for stroke prevention and treatment service system construction from the aspects of subject,system,organization,and culture.
