| In the 21st century,frequent public health emergencies around the world have not only threatened the normal economic and social development of urban and rural areas,but also undermined people’s lives and health security.For example,the new epidemic in 2020,which is still rampant today,has created a chain reaction in the course of its development that has brought about crises in many political,economic and social areas,making it much more difficult to manage the crisis.Rural areas,in particular,lag behind urban areas in terms of infrastructure development and socio-economic development,and the impact of public health emergencies is higher than that of urban areas.It is therefore an urgent task for rural governments to improve their crisis management capabilities.This paper aims to improve the crisis management of public health emergencies in rural areas.Using research methods such as literature analysis and interviews,the 4R model of crisis management is chosen as the theoretical basis to analyse the current situation of crisis management of the new crown epidemic in L town of C city from four aspects:reduction,preparation,response and recovery.In the 4R model of crisis management,the reduction stage focuses on risk assessment;the preparation stage focuses on early warning construction,staff training and drills;the response stage focuses on impact analysis,prevention and control plans and communication skills;and the recovery stage focuses on psychological relief and recovery plans.Through the analysis and evaluation of the crisis management of the New Crown epidemic in L town of C city,this paper finds that there are problems such as lack of crisis awareness,inadequate crisis preparation,shortage of resources and ineffective response to secondary crises in the process of crisis management for public health emergencies in lower rural areas.Through the analysis of the causes of the problems of crisis management of the new crown epidemic in L town of C city,this paper proposes strategies to improve the crisis management of public health emergencies in rural areas,i.e.pay attention to the cultivation of risk awareness during the reduction phase;pay attention to crisis preparedness during the preparation phase;optimise the allocation of emergency resources during the response phase;and pay attention to the response to secondary crises during the recovery phase.It is hoped that the case study of L Town in C City will provide valuable reference for rural governments to improve their crisis management capacity in public health emergencies. |
