| Research purposes By clarifying the connotation and extension of the value of innovative drugs and constructing the evaluation index system of the value of innovative drugs,the price of innovative drugs can reasonably reflect their value;in order to provide the theoretical basis and practical basis for the evaluation of the value of innovative drugs in China and the construction of drug pricing and selection mechanism based on value by relevant departments.Research method 1.Literature analysis By studying and analyzing the literature and industry reports related to innovative drugs,and drawing on expertise in pharmacology,price management and other fields as well as domestic and international experience,we summarize the influencing factors affecting the value of innovative drugs and construct a pool of indicators.2.Delphi method Experts in relevant fields are selected and 2 rounds of formal expert consultation are conducted to calculate the weights of primary and secondary indicators and determine an innovative drug value evaluation system that is both reliable and scientific.3.Empirical design of the index system Experts in the relevant fields were selected to score the "Expert Evaluation Form on the Value of Innovative Medicines",and the original scores were assigned to them according to the corresponding options.4.The empirical research method of the index system The index system was tested in terms of reliability and validity.Cronbach’s a value was used to evaluate the internal consistency reliability of the index system;principal component analysis was used to conduct exploratory factor analysis on the index system;AMOS 24.0 was used to construct the model and conduct validation factor analysis on the system.Research result 1.Operational definition and Delphi expert consultation The study invited 18 experts to enter a formal expert consultation.The results of the consultation showed that the positive coefficients of the experts were 90.00%and 94.44%,respectively;the authority coefficient was 0.85;and the coefficients of agreement between the primary and secondary indicators were 0.57 and 0.31,respectively(p<0.001).It was statistically significant.The evaluation index system of innovative drug value consisting of 5 primary indicators and 24 secondary indicators was finally determined.2.Evaluation results of the indicator system The results of the reliability analysis of the Expert Evaluation Form for the Value of Innovative Medicines showed that the reliability indicators,the reliability was satisfactory.The results of the appropriateness analysis showed that five factors with characteristic roots greater than 1 were extracted from the exploratory factor analysis,and the cumulative contribution of variance was 54.637%.The first-order model of the indicator system was obtained after six times of revision,and the fitting effect was improved.3.Empirical analysis of the index system According to the analysis results of the "Expert Evaluation Form of the Value of Innovative Drugs",the agreement rate of the value scores of experts on the selected drug A and drug B is high,and the value scores of the index system are consistent with the direction of experts’ scoring of the overall value of innovative drugs.It indicates that the index system can correctly evaluate the real value of innovative drugs and has good validity in practical application.4.Propose the concept and strategy of value-based tiered pricing and price adjustment of innovative drugs.The value conversion score obtained from the index system is divided into intervals,and the drugs are categorized into A,B,C and D grades,and the price adjustment strategy and concept of innovative drugs based on the grading standard of innovative drugs are proposed.Analysis conclusion Based on the current situation of innovative drug pricing in China,this study constructs the value evaluation index system of innovative drugs.The actual test results show that there is good reliability and validity,and the design of the index system is basically consistent with the initial theoretical concept,which can reflect the real value of innovative drugs in a more comprehensive,specific and effective way. |
