On J City’s Problems And Countermeasures Of Medical Security System For The Serious Diseases

The study on medical security system for the serious diseases contributes to not only pushing forward the integration and synergy of our medical security system reform,but also stepping up implementation of health China strategy and ensuring people’s health rights.In the context of the high incidence rate and younger-age trend of serious diseases,their families’ catastrophic health expenditures that increase the risks in our society lead to sinking back to poverty due to illness more probably.Therefore,there is an urgent need for improving the medical security system for the serious diseases in order to solve the poverty risks caused by catastrophic health expenditure of the serious diseases.The medical security system for the serious diseases isn’t independent from the multi-level medical security system in essence,in which our government plays a leading role in deepening the reform of medical security system as well as points the way forward in solving serious diseases’ poverty problems with multi-agent-participation aiming at ensuring peoples’ health rights.The medical security system for the serious diseases in J city is being improved in order to deal with the challange of people’s livlihood because of the serious diseases and consists of four main parts,which play different roles,namely,the household incomes and savings as the first frontline,the basic medical insurance and serious illness insurance as well as the commercial medical insurance,the medical assistances from government and charity organizations,the employees’ medical mutual assitances and cyber medical mutual assitances.Only through their coordination,integration as well as synergies could it be necessary and possible to solve the poverty risks caused by serious diseases.However various problems have been found during my work experience in J city,such problems as fragmentation of system consistency and coordination of government bodies,lack of accuracy,fairness and response of processes of the medical assistances,moral risks and laws inadequacy,as well as people’s health awareness.Meanwhile there are many reasons concerning capacity for governance,the institutional deficiency and lagging of current stage of medical security reform,individual sense of risks and their health awareness etc.According to risk society theory and holistic governance theory,suggestions hence are raised from four aspects,including seizing the opportunity of building intelligent information platform to enhance the systems’ consistency,synergy and coordination of government bodies,simplifying and unifying procedures and promoting accurate recognition and dynamic surveillance through process reconstruction aiming at improving its accuracy,fairness as well as response,pushing ahead the improvement of law and social credit system aiming at building a long-term mechanism,improving people’s awareness of health and risks by strengthening family self-support capacity etc.
