Innovation Research On Commercial Long-term Care Insurance In Shanghai From The Perspective Of Social And Business Cooperation

China is experiencing an aging problem that cannot be ignored by the whole society,and the family structure of China has gradually shrunk after the family planning,especially for Shanghai,a city with a high degree of aging and flat family structure.Long-term care insurance,as an irreplaceable part of the health status for disabled elderly people,academic researches always focus on this.In the operation of social long-term care insurance,there are problems of single payment form and low guarantee level for the disabled elderly who choose institutional care,which is difficult to meet the actual need of them.For the sake of exploring the deeper integration of the commercial long-term care insurance and the social long-term care insurance,this paper will carry out in-depth development from this and contribute practical significance to improve China’s multi-level nursing security system.This paper first estimates the subsidy intensity of Shanghai’s social long-term care insurance to the elderly who choose home care and institutional care.Combined with the actual cost of home care for the disabled elderly and the actual cost of institutional care for the disabled elderly,it is found that the social long-term care insurance in Shanghai is far from enough to subsidize the elderly who choose institutional care.After removing the subsidies,there is still a gap of 51,757,57,607,68,544 yuan per person per year for the mild,moderate and severe disabled elderly.Then this paper starts with the feasibility of developing commercial long-term care insurance in Shanghai and demonstrates the necessity of developing commercial longterm care insurance in Shanghai from the perspective of market demand and market supply.Finally,the government should further promote the deep integration of social and business,so that they can complement each other.All in all,this paper proves that social and business integration plays a positive role in improving China’s nursing security system and provides a realistic basis for promoting the healthy development of the elderly.In the next step,China should constantly improve the two-pillar nursing system based on social long-term care insurance and supplemented by commercial long-term care insurance,give full play to the guarantee efficiency of long-term care insurance,and constantly stride forward to the good vision of healthy China.
