A Survey On The Supply Of Integrated Medical And Elderly Care Service Of Pension Institutions In Baoji

The aging of population has been a serious restrict to the development of China’s economic and social course.With the emerging of China’s aging population,the number of the disabled,senile demented,and chronic elderly has gone up.In such a context,an urgent solution is called for promoting the combination of medical care and elderly care services.Baoji city,being one of the cities with a prominent problem of population aging,has made active explorations of the integrated medical and elderly care services,including disease diagnosis,treatment and nursing,health examination,serious illness rehabilitation,hospice care,and so on,to improve the quantity of the integrated medical and elderly care services with great effort,and have made remarkable achievements.However,pension institutions in Baoji have been facing different problems in providing the integrated medical and elderly care services:First,problems in shortage of the staff of institutions,the large workload but the poor treatment,and the unbalanced age structure;Second,insufficient of houses of medical and elderly care institutions,which includes the insufficiency of wards,the poky living area,and the difficulty in refit;Third,the effect of medical care and elderly care is not satisfied,the services of elderly care are not comprehensive,the occupancy assessment of the elderly is not professional,and the needs of the elderly are diverse but difficult to fully meet.The reasons for the problems above are concluded in four levels:First,The boundaries of departmental responsibilities are vague and the special support funds are insufficient.Relevant policies and measures are contradictory,and supporting policies are not perfect;Second,The boundary of medical care is not defined,the service mode is in the similarity.thus,high operation risk and high cost are inevitable;Third.The stereotype on the pension business and the low willingness of the pension institutions to carry out the integrated medical and elderly care services;Fourth,an unbalance on the support and need in the integrated medical and elderly care services.On the basis of problems mentioned above,this thesis focuses on the establishment of policy reserve and supporting mechanism to deal with rapid aging,the strengthening of the integration of medical and elderly care resources and the deep excavation of local medical care integration characteristics.Through these methods,the thesis looks for countermeasures to improve the combination of medical and nursing services of elderly care institutions,so as to meet the dual needs of the elderly for “medical” and “care”.
