In the past 20 years, the consumption rate of Chinese residents has been low,and the gap between it and the representative countries in Asia and the West is also large, and the consumption demand of Chinese residents is seriously insufficient.According to the data, although the consumption rate of rural residents in China has shown a rising trend in recent years, the consumption potential has not been fully released, and the savings rate is still high. This phenomenon is largely due to the collapse of the traditional social security system, which has enhanced residents’ awareness of precautionary saving in response to emergencies. It can be seen that social security has a great impact on Chinese residents’ choice of consumption or saving for their income. Therefore, the establishment of a sound social security system for expanding consumer demand, expand domestic demand is very important. As an important part of the social security system, medical insurance is closely related to residents’ health and medical security, and further affects residents’ consumption. In the context of repeated epidemics, exports have been blocked and investment has been weak, and China’s economy has suffered a serious negative impact.Only consumption can quickly promote economic recovery. Therefore,it is of great theoretical and practical significance to study the impact of medical insurance on rural residents’ consumption. This paper studies the influence of basic medical insurance on rural residents’ consumption by combining theory with demonstration.Firstly, this paper briefly summarizes the relevant research results at home and abroad: medical insurance and population aging have both positive promoting effect and negative inhibiting effect on rural residents’ consumption, and there are uncertain situations. Then, using relevant consumption theory, this paper systematically analyzes the influence mechanism of basic medical insurance and population aging on rural residents’ consumption: basic medical insurance increases rural residents’ disposable income through "income" and income redistribution effect, and stimulates residents’ consumption;Promoting household consumption by reducing precautionary savings for future medical expenses; The increase of disposable income through asset substitution effect drives consumption, while the aging of population inhibits consumption expenditure by affecting income and precautionary savings.Three hypotheses are proposed based on mechanism analysis.Hypothesis 1: Basic medical insurance is positively correlated with consumption of rural residents.Hypothesis 2: Population aging is positively correlated with rural residents’ consumption.Hypothesis 3: Population aging has a moderating effect on the impact of basic medical insurance on rural residents’ consumption.Based on the data collected from various statistical yearbook, this paper makes an empirical analysis using the fixed effect model through F test,LM test and Hausman test, and draws the following conclusions:First, basic medical insurance can promote the consumption expenditure of rural residents to some extent, and the two are positively correlated;Second, population aging can promote the consumption expenditure of rural residents, and the two are positively correlated;Third, different degree of population aging on health insurance and rural residents’ consumption and promote the relationship between the degree is influential,in aging degree is more serious areas, medical insurance for residents’ consumption promoting effect is not significant, the aging of population is basic medical treatment insurance of rural residents’ consumption has adjust effect;Fourthly, different income levels lead to differences in the impact of medical insurance on residents’ consumption. In groups with higher income levels, the impact of medical insurance on residents’ consumption is greater. This paper puts forward some appropriate suggestions based on a series of conclusions obtained from empirical analysis. In general, the reasons affecting residents’ current consumption are influenced by current income, future income and future uncertainty. Therefore, first, the proportion of residents’ medical insurance payment can be reduced by increasing access to premium channels,so as to increase residents’ current disposable income and promote current consumption.Second, the government should formulate the reimbursement ratio scientifically, combine the residents’ medical expenses with the specific income and expenditure of the medical insurance fund, formulate a reasonable reimbursement scheme, rather than mechanically taking hospitalization as the reimbursement ratio classification standard, which can avoid the waste of resources;Third, residents pay medical insurance premiums in the hope of securing medical treatment in the future.High-quality medical services and the positive response of the government can increase residents’ confidence in medical institutions and the government, more ensure that their rights and interests are protected, and promote the consumption expenditure of rural residents participating in medical insurance.Fourth, further promote the integrated development of urban and rural medical insurance, maximize the protection of residents’ rights and interests,so that residents can benefit more and increase their enthusiasm for insurance.
