Research On Government Responsibility In The Reform Of Public Hospitals

Since the founding of the People’s Republic of China,our government has always attached importance to the development of medical and healthcare industry.By the reform and opening up in 1979,China had established medical and health service system including health care,medical treatment,rehabilitation and health care,which met the basic needs of social medical and health requirments.However,the people’s demand for health care is increasing as the deepening of China’s reform and opening up process,and the health care system is in urgent need of reform to adapt to the development of national conditions and public feeling.In 2009,the Central Committee of the Communist Party of China and the State Council on Deepening the Reform of the Medical and Health System issued the opinion which is claimed stronger government responsibility,safeguarding the public welfare of public medical care,promoting fairness and justice,and ensuring that all citizens share the fruits of reform and development.The reform of public hospitals is an important part of the reform of medical and health system,aims at strengthening the public welfare of public hospitals,arousing the enthusiasm of medical staff,reducing the cost of medical treatment for ordinary people and alleviating public difficulties in seeing a doctor.This paper analyzes the situation of the government’s responsibility in the reform of public hospitals in Henan province.This paper uses three research methods: literature research,statistical analysis and comparative analysis,which is focus the problems including,the government has not given public hospitals full autonomy,failed to control the irregularities of public hospitals,failed to lead the public welfare development of public hospitals,allocated insufficient medical resources in some areas,and failed to promote the effective connection among public hospitals.Then,the author analyze the reasons of the problems,including incomplete separation of management and management,low level of government supervision,insufficient financial input,unbalanced allocation of medical resources,and lack of perfect contact and coordination mechanism of public hospitals.Combined with the actual situation of public hospital reform in Henan Province,this dissertation puts forward feasible suggestions and countermeasures for Henan provincial government,including a series of measures to clarify the government’s management responsibilities,strengthen the effective supervision of the government,ensure sufficient funds for public hospitals,rationally allocate medical resources,and promote the linkage among public hospitals to promote the reform of public hospitals.
