According to the Outline of the "Healthy China 2030" plan,health is an inevitable requirement for promoting all-round human development and a basic condition for economic and social development.As the main body of the medical and health service system,the reform and development of public hospitals is a major livelihood project,an important part of deepening the reform of the medical and health system,and relates to the health and well-being of the general public.In recent years,countries continue to promote the public hospital comprehensive reform pilot work,innovation public hospital establishment management become a key link in the process of deepening the reform of public hospitals comprehensive,in Jiangxi province in 2017 issued a "about city public hospital personnel management pilot guidance",and was made in 2018 four in public hospitals to carry out the pilot.Based on the actual situation of the public hospital establishment management reform in Jiangxi Province,this study tries to find out the problems and deficiencies in the establishment management reform through the analysis of the pilot hospital establishment management reform,and puts forward some personal ideas and suggestions.First of all,through reading the research literature,understand the measures and status quo of the pilot reform of public hospital establishment management in various provinces,understand the research status of domestic and foreign scholars on public hospital establishment management,and sort out the background and reform process of public hospital establishment management reform in Jiangxi Province.Selected the representative X hospital in Jiangxi province as the research object,through the pilot hospital management departments and personnel management department comrade interviews,and organize relevant personnel management data to be obtained,prepare to X hospital management reform through the case study of experimental results to analyze its existing problems and reasons in preparation of management reform,And based on human capital theory,incentive theory,equity theory and other public management theories,put forward countermeasures and suggestions to solve the problem.In view of the problems found in the reform of staffing management of X Hospital in Jiangxi Province,such as the mismatch between the total number of personnel verification and the development requirements of the hospital,and the lack of effective connection of supporting measures after the reform,the author classified and analyzed the causes of the problems,and put forward relevant countermeasures and suggestions to solve the problems as the starting point.One is to improve the top-level design of staffing management reform,improve the legal person governance system of public hospitals,and improve service capacity and operation efficiency;Scientific verification and dynamic verification of the total number of staff in public hospitals to meet the development needs of public hospitals;Second,promote the follow-up of supporting measures after the reform,form a linkage mechanism for the reform of staffing management,improve the post management system,reform the financial compensation mechanism,and ensure the detailed implementation of the reform results;The third is to gradually realize the unification of the identity of public hospital personnel.While obtaining the autonomy,public hospitals should further improve the talent training system,stabilize the medical talent team and enhance the vitality of hospital development. |
