The establishment management is a special direction in the process of public hospital reform in China.In the management of public hospitals,the importance of the establishment management is self-evident.Nowadays,health care tends to be diversified and professional,the development of public hospitals should not only focus on themselves,but also play a good role in social benefits and public welfare.With the establishment of people’s health awareness,the development of public hospitals is facing new situations and problems.All of these put forward a test to the current management system of the hospital.A set of effective management methods is essential for public hospitals to realize the autonomy of management and give full play to their professional advantages in providing health services.However,with the continuous improvement of public hospitals system,the original establishment management has not adapted to the development of the times,and the disadvantages are more and more prominent.This paper reviews the main points of the new public management,analyzes the overall situation of the reform of the public hospital establishment from the framework of the applicable theory of the reform of the public hospital,selects the establishment reform of the T hospital for a panoramic analysis,and points out the problems in the establishment that hinder the rapid development of the hospital and the problems that need to be solved urgently.This paper is mainly based on the following ideas:First,it briefly reviews the theoretical research and practical exploration of the establishment management of public hospitals,and puts forward that the record system management under the total amount control is the direction and practical path of the establishment management form.Under the current system,the establishment management is effective.The reform of the establishment management should be steadily and solidly advanced.Reform is to change the part that does not adapt to the development of the times,not to abandon it completely.As the establishment is an important resource for CPC to be in power and the front gate for employing and managing people,the record system management under the total amount of personnel control becomes a better choice without effective experience for reference.Secondly,After a comprehensive analysis of the situation of the reform of the establishment of public hospitals in China,as a representative public hospital in A city,T hospital is chosen to measure the effect of the reform.Problems encountered in the reform and development of the establishment,and the effects of the management measures are discussed in this paper.Focusing on the internal and external factors of poor promotion effect of T hospital establishment reform,this paper points out that the bottlenecks of promoting the record system are narrow authority,difficult application of establishment,etc.Third,use the guiding theory of this article-the new public management theory.Starting from the theory and focusing on the practical problems of the reform of public hospital establishment,this paper puts forward some suggestions to solve these problems.Compared with other studies,the unique point of this paper is to examine the establishment reform from the perspective of new public management,aiming at stimulating the potential of establishment resources,activating the idle establishment resources of public hospitals,constantly improving the utilization efficiency of establishment,and enhancing the effectiveness of reform.These new views may be helpful to promote the reform and optimization of the record system management. |
