The past two decades have witnessed the emergence of public private partnerships(PPPs)in global governance,particularly in the domain of global health governance.But not all global PPPs could fulfill their targets as the COVID-19 pandemic is bringing challenges to those global PPPs,leaving them fronted with doubt.Why PPPs of global health governance show such great variety in effectiveness? Why they were able to succeed before while failed in the pandemic?Existing studies about the effectiveness of PPPs mainly focus on two streams: one is institutional design and the other is environmental issues,uncombined with the nature of PPPs.Firstly,the concept of global PPPs and its effectivess should be elaborated and a theoretical framework of “degree of institutionalization” and “problem attributes” was constructed for two hypotheses: the higher degree of institutionalization,the more effective global PPPs will become;when the problem attribute shows the supply of global quasi-public goods,the more effective global PPPs will be.Through case studies of the Vaccine Alliance(Gavi)and Coalition for Epidemic Preparedness Innovations(CEPI),the above hypotheses gained empirical support.Further discussion pointed out that the variety in effectiveness of global PPPs is impacted by problem attributes and degree of institutionalization.For problem attributes,it plays a decisive role in whether such global PPPs can be effective or not,being prerequisites to realize their goals.For degree of institutionalization,it further impacted on the aims achieved under the constraints of problem attributes from perspectives of resource acquisition,stakeholders and its rule applicability.The thesis provides an causal explanatory approach as its theory contribution,and attempts to answer how can global efforts be promoted for common challenges we are facing now.
