Global public problems emerge as the trend of economic globalization develops. In terms of public health issue, it has gained increasing concern after the SARS crisis in 2003. Public health problems pose threat to not only people's health but also one nations' economic development and even the one country's stability and security. Public health problems tend to transmit and prevail easily among nations, thus, no single country can solve the problem unless all the nation states and international community collaborate and take collective measures. The assumption of global governance of public health problems can lay a sound basis and present the prosperous foreground for the international community solving the public health problems. In this paper, the writer will focus on different party's role and their activities in the governance system. It consists of three parts which are as follows:Part one: The theory of global governance on public health problems. The global governance theory develops with the emergence of all kinds of public problems, which is also the fundamental basis for the theory of global governance on public health problems. In this part, the internal relationship between global governance, public health problems and emerging public health problems will be defined, as well as the theoretical and structural framework of the theory.Part two: Three most important roles or three levels and their function in the public health problems' governance. The first one is international organizations, WHO is a case in point, the second level is regional integrating organizations, such as European Union and Association of South East Asian Nations, and nation states is the third level.Part three: There are some reality analysis in this part concerning the function and weak points of WHO's status in the governance system, and the relations between governance of public health problems and sovereignty. As a key factor of unconventional security, the governance of public health problems can influence the international relations and the international structure to some extent.
