Objectives : This study aims to provide scientific reference for the training,evaluation and certification of community general nurses in China by constructing the competency evaluation index system of community general nurses.Methods:(1)Build a primary entry pool: This study under the guidance of post competency model,first of all,semi-structured interview with the method of literature analysis method,through purposive sampling method to select 11 community care experts interviews conducted semi-structured interview results and through group discussion,the results of literature analysis and analysed,so as to build community general nurse post competency evaluation index system of preliminary entry pool,To formulate a letter form for expert consultation.(2)Delphi expert consultation: through the expert consultation method,15 experts from the field of community nursing,community nursing management,community nursing education and other fields were conducted two rounds of letter consultation,and indicators were screened.(3)Analytic Hierarchy Process: The analytic hierarchy process is used to analyze and calculate the weight of each indicator to improve the construction of the competency evaluation indicator system of community general nurses.(4)Questionnaire survey method: questionnaires were formed according to the competency evaluation index system of community general nurse posts.Convenient sampling method was adopted to extract research objects meeting inclusion criteria,and electronic questionnaires were issued.Excel2010 software was used for data entry,SPSS22.0 was used for statistical analysis,and reliability test was conducted: The Cronbach’s α coefficients of the overall index system and the primary index were calculated by the internal consistency test of the index system.Validity test,factor analysis is used to test the structural validity of the index system.Discriminant test:using classical measurement theory method to test the discriminant degree of the index system.Results:(1)Through literature analysis and semi-structured interview,this study initially established seven first-level items(basic nursing service ability,community nursing practice ability,public health service ability,critical thinking ability,humanistic practice ability,scientific research ability and organizational management ability).Primary item pool of 35 second-level items and 104 third-level items of competency evaluation index system for community general nurse posts.(2)In this study,the positive coefficients of experts in the two rounds of letter consultation were 100%,and the expert authority coefficients were 0.906(Cs=0.857,Ca=0.954)and 0.933(Cs=0.900,Ca=0.966),respectively.Kendall’s W coefficients of coordination degree of expert opinions in the two rounds were 0.394 and 0.401respectively(P < 0.05),with statistically significant differences.(3)this study after 2 rounds of enquiry for final build community general nurse post competency evaluation index system including six primary index(basic nursing service ability,community nursing practice ability,the public health service ability,critical thinking ability,cultural practice ability,organization coordinated ability),30 second level index,99 index level 3,The weight of first-level indicators is0.152-0.178,the weight of second-level indicators is 0.012-0.062,and the weight of third-level indicators is 0.002-0.047.The consistency ratio of the overall index system,the primary index and the secondary index is less than 0.1,indicating that the weight value is set effectively.(4)The Cronbach’s α coefficient of the overall evaluation index system in this study is 0.963,The Cronbach’sα coefficients of primary indicators(basic nursing service ability,community nursing practice ability,public health service ability,critical thinking ability,humanistic practice ability and organizational coordination ability)were 0.916,0.961,0.954,0.924,0.972 and 0.959,respectively.The exploratory factor analysis method was used to extract 6 common factors,and the total cumulative variance contribution rate was 65.816%,which could reasonably explain the structure and characteristics of the index system and objectively reflect the competency of community general nurses,with good structural validity.Conclusion:This study builds community general nurse post competency evaluation index system including six primary index(primary care services,community nursing practice ability,the public health service ability,critical thinking ability,humanities practice ability,organization coordinated ability),30 second level index,99 index level 3,the index system of structure is clear,content simple,and has a good letter The degree of differentiation can be used for community general nurse talent training,evaluation and assessment.
