Research Study On The Urban Medical And Nursing Service In Tongliao City,Inner Mongolia

At the end of the 20 th century,At the end of the 20 th century,China began to enter an aging society.Under the dual effect of increasing life expectancy and decreasing fertility rate,China’s population aging level is increasing year by year.According to the latest statistics of the National Bureau of Statistics,by the end of 2020,the number of people aged 60 and above reached 267.36 million,accounting for 18.9 percent of the national population.Among them,the number of people aged 65 and above reached20.56 million,accounting for 14.2 percent of the national population,an increase of 5.64 percentage points compared with 2010.The increasingly severe aging pressure and medical service gap make it difficult for the elderly to see a doctor to become a major social problem.In this context,China encourages and supports the development and improvement of the combination of medical and elderly care service model,and has issued a series of supporting policy documents.The fourth of the 19 th Middle School once again emphasized the importance of actively coping with the aging of population and the urgency of accelerating the development of the combination of medical and nursing services for the elderly.During the 13 th Five-Year Plan period,the aging population of Inner Mongolia Autonomous Region is growing rapidly and the aging pressure is increasingly prominent.In order to cope with the increasing demand for combination of medical care and elderly care,Inner Mongolia Autonomous Region has included elderly care services into the 14 th Five-Year Plan of the whole region,and various pension policies have been increasingly improved to meet the diversified needs of elderly care services as much as possible.Inner Mongolia Tongliao city as an autonomous region take the lead in implementing medical combination of pension services pilot cities,will promote the medical have combined with pension service as the important measures to ease the aging problem,carry out the relevant exploration,but how to construct conforms to the local actual medical raise pension service system,to promote the Tongliao city medical combination of pension service further development and perfection,still needs further research.This paper elaborated the concepts of the combination of medical and nursing care and the combination of medical and nursing care for the elderly,and based on the theory of holistic governance and welfare pluralism,sorted out the main problems and causes of the development of the combination of medical and nursing care for the elderly in Tongliao city at the emergence stage through questionnaire survey and interview.Through the analysis of some feasible experience at home and abroad for reference,the diversified development,improve the medical service mode to raise old-age service system,strengthen the capital investment in three aspects,such as optimizing countermeasures,in order to promote the Tongliao city medical combined with the development and improvement of endowment service,solve the existence of short board,to improve the quality of medical raise combination of pension services,To create a more comfortable endowment environment for the elderly,to meet the differentiated needs of the elderly care services,but also to provide some experience for the development of the elderly care services combined with medical care in other underdeveloped areas.
