Research On Emergency Management Of Local Government’s Response To Public Health Emergencies By Big Data

In recent years,with the rapid development and application of science and technology,local governments have begun to apply big data technology to assist emergency management.However,the current society is in the state of economic globalization,the globalization of science and technology,but also in the state of risk globalization,the risk has become more hidden,more difficult to detect.Therefore,we need more scientific methods,more comprehensive information,in order to be able to capture the danger signal before the outbreak of the event,to reduce the social and economic losses.How to use the experience of emergency management,combined with the big data and AI,so as to perfect and innovation of traditional management system.Therefore,it is an important task for local governments to effectively deal with emergencies,improve government credibility,protect people’s property and life safety,and maintain the steady operation of social economy.This thesis analyzes the domestic and foreign literatures related to emergency management system and the application of big data.This thesis describes the concept and research status of emergency management system and big data technology at home and abroad.On the basis of the theory of crisis management,public governance theory,coordination theory,with emergency management system of the local government as the research subject,the COVID-19 in the development of the situation in our country as an example,through case analysis,system analysis,comparative analysis on the data of emergent public health events against the background of the in-depth research of the current emergency management.Firstly,this thesis describes the application status of big data technology in the process of coronavirus,and then combined with the case analysis of emergency management of coronavirus,using Haddon model matrix to directly show the influencing factors of each stage in emergency management and find the problems in the process of work.Subsequently,it expounds the advantages of emergency management system in Japan and the United States,as well as the problems in the response to COVID-19.This thesis analyzes the enlightenment of foreign system on emergency management of China,also optimizes the problems of big data in the process of event processing.In this thesis,at the technical level,we should first attach the importance to detection and early warning of emergencies,to build the comprehensive analysis of a big data platform and information-sharing platform,strengthen the training of big data professionals.At the institutional level,we should improve the legal protection system for prevention and control,and improve the system of data security,data disclosure,and information supervision.At the management level,the government should strengthen the thinking concept of applying big data governance,and strengthen the cooperation between the government and the enterprises in the professional field to realize the coordinated development of multiple subjects.
