In 2021,the Guiding Opinions of the State Council on Accelerating the Establishment and Improvement of a Green and Low-carbon Circular Economy System pointed out that China should vigorously develop "negative emissions(active exchange increase)" to promote China’s green to a new level;China Green in the new era of 2023 proposes to unswervingly take the green road,participate in global and climate governance,and promote the comprehensive green transformation of the economy and society.Marine ecosystem is the largest carbon sink on the earth with strong carbon sequestration capacity and stable carbon storage capacity in the negative emission gap of2.5 billion tons of "30.60" double carbon target.Marine carbon sink fishery has great potential to increase sinks China is in a critical period of green economy.Seeking the unity of economic benefits and ecological benefits is the focus of marine carbon sink fishery industry in the future Marine carbon sequestration fishery is a strategic and concrete action carrier of low-carbon economy,which is of great significance in giving full play to the function of marine carbon sequestration and strengthening the protection and repair of marine ecosystem.It is one of the important ways to promote negative emissions and achieve the goal of double carbon.This paper takes sea shellfish farming as the research object to characterize the carbon sink capacity of marine carbon sink fishery,selects the panel data of 9 sea shell and algae farming provinces in China and coastal areas from 2011 to 2020,and uses the material accounting method and value accounting method as data processing.The basic algorithm estimates the amount of marine carbon sequestration and carbon emissions in each research area;based on the perspective of green efficiency,the super-efficiency SBM model including undesired output indicators is used to calculate the input-output efficiency of sea shellfish and algae farming.The decoupling index model after the expansion of the net sink substitute index is used to measure the coupling relationship between the net carbon sink of sea shellfish and algae culture and the economic output value;finally,the input-output efficiency of sea shell and algae culture is processed.According to the degree of influence of indicators,and from the impact of input-output indicators and non-indicator factors such as marine resources,economy and planning,each research area is divided into different levels by input-output efficiency level and coupling state for comparison,based on the empirical results to synthesize the influencing factors of China’s marine carbon sink fishery.The study found that:(1)The green efficiency level of China’s marine carbon sequestration fishery showed an overall growth trend during the study period,and both economic and ecological benefits had a large room for growth;Influenced by nonindicator factors,there are regional differences in marine carbon sink fishery and green efficiency levels in each research area.The input-output efficiency of sea shellfish and algae culture in Hainan,Fujian,Guangxi and Guangdong is significantly higher than that of other provinces.Compared with other provinces,the expansion speed of net carbon sinks in Liaoning and Zhejiang is higher than the growth rate of economic output;(3)The indicators affecting the green efficiency of marine carbon sinks and fisheries in each research area are slightly different.Shandong,Fujian,and Liaoning are provinces with high carbon sequestration and high emissions.The input-output efficiency is mainly affected by the production scale of sea shellfish and algae culture,technical input and factors;Guangdong,Guangxi,and Zhejiang are provinces with high carbon sequestration and low emission,and the input-output efficiency is mainly affected by the economic output value,technical level and culture structure of sea shell and algae culture.and other factors;Hebei,Jiangsu,and Hainan are provinces with similar carbon sequestration and carbon emissions,and the input-output efficiency is mainly affected by the production scale,technical level,economic level and other factors of sea shellfish and algae culture;(4)The improvement of green efficiency can To promote the high marine carbon sink fishery,technological progress effect,structure effect,and input-output scale effect are the main influencing mechanisms of the green efficiency of marine carbon sink fishery.Finally,in order to promote the marine carbon sequestration fishery in China and promote the coupling growth of economic and ecological benefits of marine carbon sequestration,this paper argues that the whole country and coastal provinces should optimize the aquaculture structure,innovate aquaculture technology,improve the marine carbon sequestration trading policy,give full play to the regulatory function and strengthen the training of marine carbon sequestration characteristic talents.
