Research On The Improvement Of Agricultural Efficient Water-saving Benefits Of The 51st Regiment Of The Third Division

Water resource is an essential resource element for agricultural production,and also an important condition for determining the quality of agricultural development.China’s agriculture accounts for a large proportion,and the supply of water resources in its agriculture is dwarfed by that,especially in Xinjiang.The implementation of efficient water-saving irrigation can just improve this phenomenon.In recent years,the country has always stressed the need to speed up the promotion of efficient water-saving irrigation.In2021 and 2022,the No.1 central document and the "Fourteenth Five Year" National Agricultural Green Development Plan have constantly emphasized the strengthening of efficient water-saving construction and expansion of the area of efficient water-saving irrigation.At the same time,Xinjiang also attaches great importance to the development of southern Xinjiang,and has begun to plan the southward development of Xinjiang in recent years.The 51 st Regiment of the Third Division is located in the south of Xinjiang.The drought and seasonal water shortage are very obvious,and the economic development is relatively backward.At the same time,it is also the largest gathering place of ethnic minorities in southern Xinjiang,with strong ethnic culture.Since the implementation of the high-standard farmland high-efficiency watersaving project in the 51 st Regiment of the Third Division,the farmers’ irrigation methods have been changed to some extent,the agricultural production environment has been improved,and the economic income of the residents of the 51 st Regiment has also been increased to some extent.However,the weak construction of efficient water-saving infrastructure,the lack of talents,the reform of management system,the insufficient attention to environmental improvement,and the insufficient depth of water-saving promotion have restricted the improvement of efficient water-saving efficiency of agriculture in the 51 st Regiment.Under such a background,it is of great significance to study the path to improve the efficiency and water-saving efficiency of agriculture in the 51 st Regiment.This article is based on the current situation of efficient water-saving irrigation in agriculture of the51 st Regiment of the Third Division.It conducts sufficient and in-depth field research,interviews government staff and farmers,collects interview data,and establishes an evaluation system for efficient water-saving benefits in agriculture of the 51 st Regiment of the Third Division.Based on the results of onsite research in the region and based on relevant national regulations,22 indicators have been determined from six aspects: engineering efficiency,economic efficiency,social efficiency,resource efficiency,ecological environment efficiency,and management efficiency,laying the foundation for subsequent comprehensive benefit evaluation.In addition,by using Analytic Hierarchy Process(AHP)and expert scoring,the criterion layer and indicator layer are scored separately,and a judgment matrix is constructed to compare the data in pairs to calculate the total ranking weight value.By using the fuzzy comprehensive evaluation method,the score of the agricultural efficient and water-saving comprehensive benefits of the51 st Regiment of the Third Division is 81.30,with an evaluation level of good;Afterwards,further comparative analysis was conducted on the differences in efficient water-saving benefits among the 18 companies of the 51 regiment.Among them,the evaluation levels of the 16 companies,18 companies,19 companies,15 companies,and 14 companies were only medium,while the other companies were good.Through comparative analysis,it is concluded that the engineering benefits,economic benefits,social benefits,environmental benefits,and management benefits in the efficient water-saving agriculture of Group 51 still need to be improved and strengthened.Finally,in view of the existing problems in efficient water-saving irrigation,the improvement measures are put forward: improve the infrastructure and strengthen financial support;Strengthen the construction of service system and talent team;Reduce the burden on grassroots workers,play a leading role,and promote institutional reform;Pay attention to environmental improvement,fully penetrate into farmers,and realize effective promotion.
