Study On Problems And Countermeasures Of Local Government In Forest Land Protection Management In Ruijin

Forest land is an important natural resource of the country and an important ecological factor of forest ecosystem.It plays a vital role in maintaining balance of nature,protecting homeland security and achieving sustainable economic development.However,in recent years,under the market economy conditions,Ruijin’s cohesion industry has multiplied and upgraded,and projects have been pushed forward continuously.A large number of projects need forest land to support them,leading to many illegal and illegal use of forest land,is a serious threat to Ruijin’s woodlands.How to protect and manage forest land and curb illegal use of forest land is an urgent problem to be solved.In this paper,forest land protection and management in Ruijin as the research object,in view of the status quo of forest land protection and management in Ruijin,combing the relevant policies and typical practices of forest land protection and management,based on an analysis of past years’ experience in combating illegal use of forestland,the following problems were found in the management of forestland protection in Ruijin:(1)insufficient awareness and low level of participation of the public in the protection and management of forestland;(2)there is cross-department confusion in forest land protection and management;(3)the daily supervision of forest land is difficult;(4)the shock and awe of illegal use of forest land is not strong;(5)the contradiction between social and economic development and forest land resources protection.In the light of the above-mentioned problems,combined with the public management theories such as public goods,government functions,public governance and externalities,this paper analyzes the reasons that affect and restrict the forest land protection and management,the countermeasures are put forward from the following four aspects:(1)to further strengthen the awareness of forest land protection,lay a good foundation in thought,and then improve the degree of public participation;(2)to improve the forest land protection and management system,establish the system guarantee;(3)strengthen the legal protection,perfect the implementation from the policy and the law;(4)promote the reasonable utilization of forest land resources,strengthen the forest land management.
