| By 2018,China’s aquatic product output has ranked first in the world for 28 consecutive years,accounting for more than one third of the global aquatic product output,and three quarters of the world’s aquaculture output comes from China.Marine fishery is an important marine industry and an important part of China’s marine economy.Marine fishery plays an important role in China’s international diplomacy and the protection of marine rights and interests.Enhancing the international competitiveness of marine fishery industry is of great significance for accelerating the development of marine economy and enhancing the international voice of China’s fisheries.During the 12 th Five-Year Plan period,fishery has become a national strategic industry in China,and a modern fishery industry system has been preliminarily established.The 13 th Five-Year Plan of Fisheries proposes the implementation of structural reform of fishery supply side,which will promote the transformation of fishery development mode and structure,and at the same time realize the transformation and upgrading of fisheries.Nowadays,China has become the world’s largest fishery producer and major ocean-going fishery country.However,the extensive growth of Marine Fisheries over the years has led to the deterioration of the marine fishery ecological environment,the depletion of fishery resources,the increasingly restricted development space,and the increasing international competition pressure faced by the marine fishery industry.How to improve the international competitiveness of China’s marine fisheries industry and enhance the international voice of the marine fisheries industry has become a key issue affecting the development of China’s marine fisheries.Three provinces and one city in the East China Sea(Jiangsu,Shanghai,Zhejiang and Fujian)have a good economic foundation and close international exchanges.The international trade situation of three provinces and one city is an important reflection of the strength of China’s marine fishery industry.This study takes three provinces and onecity in the East China Sea as the object,and tries to provide theoretical basis for the development of China’s marine fishery industry through the analysis of international competitiveness of marine fishery industry.On the basis of systematically combing the theory of international competitiveness of industry and drawing lessons from the definition method of the concept of international competitiveness of industry,this paper defines the concept of international competitiveness of marine fishery industry for the first time,and analyses its connotation.On the basis of summing up the theory of influencing factors of international competitiveness of industry and combining with the characteristics of marine fishery industry,this paper systematically analyses and studies the influencing factors of international competitiveness of marine fishery industry.The development status of Marine Fisheries in three provinces and one city in the East China Sea in the past ten years,including the change of marine fisheries production and the status of production factors,is summarized and reviewed comprehensively.Based on the calculation of resource endowment index,international market share index and indicative comparative advantage index,the resource endowment,international market competition and comparative advantage of marine fishery industry in three provinces and one city of East China Sea are analyzed,and a set of index system for evaluating the international competitiveness of marine fishery industry is designed according to the actual development of marine fishery industry in three provinces and one city of East China Sea.Including four first-level indicators: Marine Fisheries competitiveness,marine fisheries competitiveness potential,marine fisheries competitive environment,marine fisheries competitiveness situation,12 second-level indicators,and 30 third-level indicators;using analytic hierarchy process,the second-level and third-level evaluation indicators are empowered;using fuzzy comprehensive evaluation method,the international competitiveness of marine fisheries industry in the East China Sea is evaluated.The evaluation results show that the international competitiveness of marine fishery industry in the East China Sea is generally in the "better" level,indicating that the international competitiveness of marine fishery industry in three provinces and one city in the East China Sea is generally better,and there is still room for further improvement.The evaluation results of the first-level indicators correspond to: the competitive strength of marine fishery industry-"general","better" competitivepotential of marine fishery industry;"good" competitive environment of marine fishery industry;"poor" competitive situation of marine fishery industry.On the basis of summarizing the evaluation results,the following main factors affecting the development of marine fishery industry and the promotion of international competitiveness in the East China Sea are analyzed: first,the deterioration of marine ecological environment and the disadvantage of natural fishery resources affect the basis needed for industrial development;second,low-level production factors dominate the mainstream and the content of industrial technology is not high;third,the synergy effect of industry fails to appear,and the impact is not obvious.International competitiveness of industry;Fourth,regional cooperation network has not been established,and resources integration and utilization is not enough;Fifth,the lack of well-known fishery brands,overall competitiveness is not strong.In view of the above factors,five policy suggestions are put forward: first,to implement the land-sea integrated strategy to improve the marine ecological environment;second,to improve the level of Industrial Science and technology innovation and application and to create intelligent marine fisheries;third,to pay more attention to Industrial Synergy and enhance the important position of Marine Fisheries industry;fourth,to build marine fisheries industry associations and strengthen the integrated utilization of regional fishery resources;It is to strengthen the support of key enterprises and build the world’s first-class marine fishery brand. |
