| The severe situation such as resource tightening and environmental pollution has brought great challenges to the construction of ecological civilization in China.The reform of ecological civilization system is the only way for China to go on sustainable development.In September 2020,General Secretary Xi formally put forward China’s carbon emissions peak schedule at the United Nations General Assembly,that is,in 2030 and 2060 two key time nodes,carbon emissions should achieve phased results,not only manifesting the responsibility of a big country,but also put forward more urgent requirements for the construction of forestry ecological civilization in China.As an important part of ecological construction,forestry plays an important role in promoting the reform of the whole ecological civilization,Western region vast,forest resources are rich,for our country to ecological protection,resource recovery and development of ecological economy and improving the environment,plays an indispensable role,but in the western region of the forestry ecosystem by reason of its geographical location and climate has strong vulnerability,how to improve the environment of forestry in the western region has been the Chinese government attaches great importance has promulgated a series of related policies to promote forestry ecological construction in western China,The rational use of policy tools is of great significance to ensure the effect of policy implementation.Therefore,this paper takes policy tools as the entry to carry out research on policy text.In this paper,the policy texts related to forestry ecological construction in western China from 1949 to 2020 in the government policy database are taken as the research object.Firstly,a three-dimensional policy text analysis framework of policy tool(X)-control process(Y)-time(Z)is established.Policy samples are collected through Web crawler to conduct coding and econometric analysis of policies.Secondly,the PMC index model is used to measure the index of the policy text samples and draw the PMC curved surface diagram,so as to clearly and intuitively understand the shortcoming of the policy.Finally,combining the policy text analysis framework and PMC index model research results,the optimization strategy to improve the policy tools is proposed.The research results show that:(1)The use of policy tools is unbalanced,and authoritative-command policy tools are overused.The reason is that the authoritativecommand policy tools have the advantage of rapidly promoting policy implementation in the early stage of ecological construction,and excessive reliance on authoritative-command policy tools leads to inertia.(2)The use of positive incentive policy tools is insufficient,and a reasonable ratio of positive and negative incentives is the guarantee to achieve good policy implementation effect.(3)Lack of symbolic and voluntary policy tools.Studies of existing policy texts show that these two policy tools are rarely used,accounting for just 11 per cent of the total,making little or no difference.(4)The policy more focused on prior beforehand control and control process,control process is weak,and the application of policy tools,is rarely involves only the command control,negative incentives and information disclosure,afterwards inadequate control is a form of management function vacancy,afterwards control does not reach the designate position is difficult to respond forcefully on the policy implementation deviation warnings,hidden dangers exist in the process of policy implementation.Not conducive to the promotion of follow-up policies.According to the research conclusions,the following suggestions are put forward in this paper:(1)To construct a multi-level participation system,the government should actively introduce enterprises or the public to participate in forestry ecological construction,solve the blocking points and difficult problems of related policies,and smooth the channels.(2)To optimize the application structure of policy tools,it is necessary to appropriately reduce the use of authoritation-command tools,and strengthen the use of incentive tools – positive incentives,symbolic and exhortation tools and voluntary tools,and to build a comprehensive application model of policy tools through the combination of soft and hard.(3)Establish a complete post-control supervision mechanism.On the premise of maintaining the pre-event and in-event control advantages,we should attach importance to the post-control.All departments should make full use of economic and legal means to promote the establishment of the post-control system. |
