Research On Investment Efficiency Of Rural Water Conservancy In Hunan Province

Rural water conservancy is the lifeblood of agricultural economic development.Through the construction of rural water conservancy,it is possible to build basic farmland with stable and high yield during drought and flooding;modernization of rural water conservancy can be developed;green development of agriculture can be realized.The development of agriculture needs to rely on the construction of rural water conservancy and other infrastructure.In the past 15 years,the rapid development of rural water conservancy has greatly improved the output efficiency of agriculture,the income of farmers has also been greatly improved,and the conditions of rural water conservancy and livability have been greatly improved.Rural water conservancy has become a hot issue in academia,especially the efficiency of rural water conservancy input-output.This article selects Hunan rural water conservancy as the research object,discusses the efficiency of input-output,examines whether investment is effective,explores the reasons for the ineffectiveness of rural water conservancy investment,and proposes countermeasures.It is conducive to improving the efficiency of rural water conservancy investment and solving the contradiction between insufficient supply of rural water conservancy resources and waste of fiscal funds.This article uses a combination of qualitative analysis and quantitative analysis.First,it sorts out the domestic and foreign information on rural water conservancy investment and related theoretical foundations.Secondly,we collected historical data on the input-output of rural water conservancy investment in Hunan Province from 2005 to 2019,combined with the current status of rural water conservancy investment in the province,and analyzed the problems existing in rural water conservancy investment in Hunan.Third,the data envelopment analysis method(DEA)is used for empirical analysis to calculate the efficiency of rural water conservancy investment in Hunan Province in the past 15 years and perform efficiency analysis.Data analysis is carried out on input redundancy and output shortage,and the existence of ineffective investment units is summarized.main problem.Finally,measures to improve the efficiency of rural water conservancy investment in Hunan Province are proposed.Through empirical analysis,combined with research,explore the reasons for the ineffectiveness of rural water conservancy investment in Hunan Province.According to the existing problems,the corresponding countermeasures are proposed as follows:appropriately adjust the investment of rural water conservancy funds,increase the input of farmland water conservancy,optimize the management of rural water conservancy investment funds,adjust the main body of rural water conservancy investment,develop agriculture and increase the first GDP.
