| The Outline of the Plan for Ecological Protection and High-quality Development in the Yellow River Basin emphasizes the urgency of building a modern flood control and disaster reduction system in the Yellow River Basin,and puts forward requirements such as ensuring sufficient water resources and increasing grain production.However,the water resources of the Yellow River Basin are very scarce,and the soil erosion phenomenon is relatively serious among the provinces in the basin,and the achievements of agricultural economic development are significantly different.The level of agricultural water investment efficiency not only reflects to a certain extent whether the scale of agricultural water investment in the basin is optimal and whether the allocation of resources is reasonable,but also indirectly reflects the level of agricultural economic development in the Yellow River basin.Therefore,it has far-reaching historical and strategic significance to promote the development of agricultural water conservancy construction in the Yellow River Basin as a whole and in each province.Combined with the strategic background of ecological protection and high-quality development in the Yellow River Basin,the Yellow River Basin is selected as the research area,and the evaluation index system of agricultural water conservancy investment efficiency is constructed.Analysis,and combined with Tobit model to study its influencing factors.The study found:(1)Static changes in agricultural water investment efficiency in the Yellow River Basin.(1)The overall trend of change.The average value of agricultural water investment efficiency in the Yellow River Basin is 0.599,which is lower than the national level,but the change trend shows a fluctuating rise.Among them,Inner Mongolia,Shandong and Sichuan have achieved the best investment status,and Shanxi,Henan,Shaanxi,Qinghai and Ningxia have serious resource misallocation,resulting in extremely low investment efficiency.(2)Efficiency decomposition status.The pure technical efficiency of agricultural water conservancy investment in the Yellow River Basin is on the rise,while the overall scale efficiency is on the decline.The low scale efficiency inhibits the improvement of investment efficiency.(3)Insufficient output.In 2019,the proportion of output insufficiency in inefficient provinces in the Yellow River Basin varied significantly,but some resource misallocations have improved.The highest proportion of insufficient output is the newly added water supply capacity of agricultural water conservancy construction,and the lowest is grain output.(2)Dynamic changes of agricultural water investment efficiency in the Yellow River Basin.The Malmquist index and decomposition index of agricultural water investment show an increasing trend as a whole.The technology change index,pure technical efficiency change index and scale efficiency change index all promote the growth of Malmquist index,and the technology progress change index is the main driving force.(3)Factors influencing the investment efficiency of agricultural water conservancy in the Yellow River Basin.Using the Tobit model to study the influencing factors of agricultural water conservancy investment efficiency,it is found that the level of economic development,farmers’ education level,and financial decentralization are positively correlated with agricultural water conservancy investment efficiency,and the income level of rural residents is negatively correlated with it.(4)Suggestions for improving the efficiency of agricultural water conservancy investment in the Yellow River Basin.Optimize resource allocation and improve the scale efficiency of water investment in watershed agriculture.Increase the annual power generation capacity of hydropower facilities and reduce the proportion of output shortfalls.Vigorously introduce professional and technical personnel in water conservancy to promote technological progress.Improve the agricultural water conservancy investment management system and improve the utilization rate of resources.Improve the economic development,agricultural income and rural education level of the whole basin,and improve the efficiency of agricultural water conservancy investment. |
