China is a big agricultural country.In the current agricultural development process,small-scale irrigation and water conservancy projects play an important role.Doing a good job in the construction and management of small-scale irrigation and water conservancy facilities can effectively guarantee the safety of grain production,realize the rational utilization of irrigation and water conservancy,and lay a good foundation for the better and faster development of agricultural economy.As the direct beneficiaries of small-scale irrigation and water conservancy infrastructure,the participation of farmers in management and protection has a great significance to the sustainable development of small-scale irrigation and water conservancy infrastructure.Fan County actively responded to the national policy to make great efforts in farmland water conservancy construction,and set up the corresponding water management association after its establishment.However,due to the imperfect management system and the influence of farmers’ own subjective factors,their wishes to participate in the management behavior is not high,causing the situation of poor management effect which hinders the development of agricultural modernization in Fan County.Therefore,it is of great practical significance and research value to study and analyze farmers’ desires to take part in the management and protection of small-scale irrigation and water conservancy infrastructure.From the perspective of management and protection mechanism,this study takes the farmers in Fan County as the research object,and digs into the influencing factors of farmers’ participation in management and protection.Guided by the theory of public goods and farmers’ behavior,this paper from four aspects to analyze the management and protection mechanism of small-scale irrigation and water conservancy facilities in Fan County : including the property right system reform,management and protection mode,management and protection fund allocation and quality supervision of small-scale farmers’ water.Based on the on-the-spot investigation of farmers’ desires to take part in the management and protection of small-scale irrigation and water conservancy facilities in Fan County,this paper summarizes the problems existing in the current management and protection mechanism,and then makes an empirical analysis of the factors that affect farmers’ participation in management and protection.The results show that: the educational level of the peasants,the source of income for farmers,and government support have a positive influence on farmers’ desires to participate;Farmers’ cognition of management and conservation model of small irrigation facilities,Percentage of household members who work off-farm,and the operation of small-scale irrigation and water conservancy facilities in the village have the negative-effects on farmers’ desires to partake.The gender and age of farmers,farmers’ emphasis on agricultural policies and measures,the arable land of farmers’ families,and the proportion of people around the farmers have no significant effect.Based on the current situation,existing problems and empirical analysis results of the management and protection mechanism of small irrigation facilities in Fan County,the following suggestions are put forward to improve farmers’ enthusiasm for taking part in the management and protection of small irrigation facilities,including:to strengthen the management of farmers’ water association,increasing policy support,increasing the input of government funds,deepening the reform of property rights system for small irrigation and water conservancy facilities,and improving farmers’ awareness of participation.
