| China has a long history of agricultural development.As a large agricultural country,the use of pesticides is also in the forefront of the world.With the large-scale use of pesticides,more and more pesticide packaging wastes are discarded.Packaging materials and pesticide residues will damage and pollute the soil,water,air,etc.,which has become an important pollution source that can not be ignored.Therefore,reasonable and orderly recycling and disposal of pesticide packaging waste has become an urgent problem to be coordinated and solved.Changzhou,as one of the important members of the Yangtze River Delta integration and Taihu Lake ring city circle,relies on the developed industrial economy and adheres to the toughness of industry,with its economic aggregate rising and industrial scale expanding.At the same time,Changzhou takes into account the revitalization and development of rural areas,and takes industrial prosperity,ecological livability,rural civilization,effective governance,and affluent life as its mission objectives to build a livable and beautiful star city.In this paper,Changzhou City,Jiangsu Province as the research object,using the methods of literature review,field investigation,experience summary,etc.,to analyze the problems and the root causes of the problems in the recycling of pesticide packaging waste in Changzhou City.There are some problems:Lack of responsibility of governance subject、Imperfect laws and policies、There are difficulties in each link of recycling、Disposal costs are high.The root causes are: insufficient attention,imperfect system and mechanism,lack of funds,and insufficient technical support for environmental protection.The policy suggestions of pesticide packaging waste recycling management were put forward:Strengthen the establishment of local policies and regulations,improve the top-level design.Implement the main responsibility and form an effective recycling system as soon as possible.Implement multiple links to support the standardized and efficient operation of the recovery and disposal system.Make full use of the supply and marketing network to promote the implementation of work.Increase investment in science and technology of rural environmental protection and improve recycling capacity. |
