Research On The Holistic Governance Of Rural Livestock And Poultry Breeding Pollution In Fuyuan County,Yunnan Province

Ecological civilization is the inevitable requirement of harmonious coexistence between human and nature,it’s the ground of the forever development of the Chinese nation.Since the eighteen Party’s Congress,the Central Committee of the CPC,has made the construction of ecological civilization a hitherto unknown task of coordinating the overall layout of the "The Five-sphere Integrated Plan" and coordinating the strategic layout of the "Four-pronged Comprehensive Strategy".The19 th CPC National Congress put forward the "Rural Revitalization Strategy",rural ecological environmen is a considerable part of it as well,which is directly relevant to the prosperous implementation of the Rural Revitalization Strategy.In recent years,affected by the fluctuation of pork price,the rural areas of Fuyuan County are vigorously developing livestock and poultry breeding industry.In the past few years,affected by the fluctuation of pork prices,the rural areas of Fuyuan County are vigorously developing the livestock and poultry breeding industry.Along with the economical growth,the pollution of livestock and poultry breeding has become one of the main pollutions in the rural areas of Fuyuan County,harms the rural ecological environment and restricts Fuyuan’s development.The county realizes the practical problems of rural revitalization and rural ecological civilization construction.Fuyuan County has carried out a series of work to control the pollution of Rural Livestock and poultry breeding,but during the course of governance,there are issues such as insufficient participation of governance subjects,incomplete governance and insufficient efficiency of governance means,resulting in unsatisfactory governance effect,pollution still exists and pollution events still occur.In this context,how to break through the fragmentation problem faced in the pollution in Fuyuan County,coordinate multiple governance subjects,integrate various governance means,and realize the overall governance of that pollution in Fuyuan County has become the core issue of this study.The Holistic Governance Theory is dedicated to solving the "Fragmentation" problem and its governance concept is very consistent with the livestock and poultry breeding pollution.Guided by this theory,this study combs the situation of Rural Livestock and poultry breeding and the pollution in Fuyuan County by using the methods of field investigation,literature research and interviews,focuses on the problems existing in the pollution governance in Fuyuan County,and uses the holistic governance theory Stakeholder theory analyzes the causes of these problems,including the inconsistency of governance objectives of governance subjects,the limitation of professional management system,the imperfect coordination mechanism among various subjects and the lack of integration mechanism of governance means.Therefore,the pollution control of Rural Livestock and poultry breeding in Fuyuan County should take the Holistic Governance as the direction,and carry out the Holistic Governance of Rural Livestock and poultry breeding pollution from the aspects of establishing the Holistic Governance concept,constructing the Holistic Governance mechanism,integrating governance means and advocating diversified collaborative governance,so as to completely solve that problem in Fuyuan County.
