In the context of regional coordinated development strategies,comprehensive coordination and sustainable development have become the main theme of social development.While the current regional development pattern is continuously optimized,regional coordinated development still faces sharp resource contradictions.With the increasing influence and role of long-distance,the remote deployment and.utilization of resources has provided new ideas for regional coordinated development.And it has become an important means to alleviate resource bottlenecks in economic and social development.As an important natural resource,cultivated land resources are the basis for ensuring economic development.Sticking to the red line of 1.8 billion mu of cultivated land and realizing the dynamic balance of the total amount of cultivated land is an important guarantee for promoting sustainable social and economic development.Since the development of the balance of cultivated land,it has played an important role in ensuring food security and realizing the dynamic balance of the total amount of cultivated land.However,the limited cultivated land reserve resources in the region restrict the effectiveness of the cultivated land occupation and compensation system.On some basis,some regions have established and developed a system of balance of cultivated land in other district,which has alleviated contradictions in the region to a certain extent,such as the low potential of cultivated land development,difficulties in the implementation of indicators.The implementation of the balance of cultivated land in other district provides an important platform for the remote deployment and utilization of cultivated land resources,enhances the flexibility of land resource allocation,and effectively alleviates the contradiction between economic development and cultivated land protection.Current study around the connotation,existing problems and institutional optimization of balance of cultivated land,the coupling effect analysis is still rare.The lack of evaluation system restricts the exploration of sustainable use of land resources,which is not conducive to the construction and development of the balance of cultivated land in other district.Therefore,based on the theory of synergy,resource allocation,etc,this paper attempt from the perspective of tele-coupling,to explain the allocation and utilization effect of the balance of cultivated land.On the basis of analyzing the characteristics and functions of the system elements,the tele-coupling framework is established.The telecoupling situation is evaluated from the aspects of energy input and economic output.Finally,the implementation scenarios of the balance of cultivated land are simulated,and the empirical analysis is carried out.Based on the research results,optimization countermeasures are propose.Results showed that:(1)The tele-coupling of the balance of cultivated land is a collection of the relationship and influence of land resources in the process of space and industry allocation.The tele-coupling system is a collection of land resources in different places and even industries during the implementation of the system,and a collection of relationships and functions at a long distance.The tele-coupling model consists of five elements such as system,flow,agent,cause,and influence.It is hierarchical,nonlinear,structurally complex,dynamic and regional.The driving types of tele-coupling systems are classified into behavior preference subjects,which can be divided into demandinduced,supply-driven and resource-cooperative.(2)The process of tele-coupling is the circulation of material flow,energy flow and information flow in the two stages of engineering construction and land use between the agricultural land area and the construction area,then transmit and exchange economic,social,ecological and cultural values at a long distance.The material flow includes building materials,production materials,crops,products,etc.;energy flow includes organic energy and inorganic energy in the form of pesticides and chemical fertilizers;information flow is management system,policy information,science and technology,etc.related to land use behavior.Economic value includes construction land and agricultural real estate value;social value includes ensuring food security and giving play to the social security function of cultivated land;ecological value includes protecting cultivated land resources and wetland climate regulation;cultural value includes inheriting farming culture.(3)Based on the circulation pattern of the flow and function value visualization process in the tele-coupling system,the evaluation of system coupling can be achieved from two aspects:energy input and benefit output.Take the study area as an example,from the perspective of energy input type,the total energy input value of the agricultural land area is about 2.93 times of the total energy input value of the construction land.Among them,the construction land area in the construction phase is larger than the agricultural land area,which is 6.40 times of the agricultural land area;the land use stage has a larger energy input value than the construction land area,which is 4.17 times that of the construction land area.From the perspective of unit energy value benefit,the unit energy value benefit of the remote coupling system is 6.80×10-13 yuan/sej.The unit energy value benefit of the construction land area is much higher than that of the agricultural land area,which is 2.67×10-12yuan/sej and 3.20×10-15 yuan/sej.From the price of energy value replacement,.the system has improved the unit energy value of 101.47%,of which the construction land has increased the unit energy value of 48.68%.
