After the reform of China's cultural system,TV Services has become a growth industry.However,recent research found TV Station produced more lowquality TV programs rather than high-quality products because of the greater pressure of operating costs.In this case,the key steps are carrying out an investigation,thus proposing suggestions to enhance service quality and meet their needs.Therefore,it is critical to propose a test model and produce a tool based on that model.The current study develops the satisfaction evaluation model for public TV channels based on the customer satisfactory theory and theories of TV services.In the basis of that model,we conduct a quantitative research for scale development.In addition,we put forward suggestions to enhance public satisfaction based on current results.We proposed the research plan based on the Shanghai Art and Culture Channel(SACC).First,we developed a test model based on the characteristics of SACC and several customer satisfaction models,which consisted of six elements and their relationships,including channel image,public expectation,perceived quality,public satisfaction,public loyalty and public complaint.To confirm the model,we recruited 438 Shanghai citizens in the testing stage,and conducted factor analysis and regression model in analysis stage.The results,firstly,showed that the scale has good assessment properties.Furthermore,on the basis empirical results we revised the public satisfaction model of public TV channels and the test tool.In addition,the present research also put forward suggestions for increasing satisfaction of public TV channels,such as emphasizing commonweal in evaluation,building a widely acceptable model based on the Big Data method and improving public service through multiple paths.
