Research On The Current Situation And Effect Of The Cooperation Project Of A Private Hospital In Beijing

Objective:With the deepening of the medical and health system reform,the state’s support for cooperation between public hospitails and private hospitals has gradually increased.Cooperation between public hospitails can combine the advantages of private hospitals and public hospitals to alleviate government financial pressure,enhance the strength of private hospitals,solve the contradiction between supply and demand of medical resources,promote public hospital reform,and ultimately achieve "win-win" situation of private hospitals,public hospitals,the public and the government.At present,the state and Beijing relax the restrictions that allows social capital into the field of health care,and social capital actively invests.Therefore,the development of private hospitals in Beijing gradually grows,but the development of private hospitals are limited because of long-term monopoly of health care resources by public hospitals.Therefore,many people focus on how to make full use of the advantages of both sides of private hospitals and public hospitals to cooperate.This paper studies the basic situation and implementation status of a private secondary hospital(private hospital A)and public hospital in Beijing(public hospital B),and the problems and reasons during operation,and put forward targeted recommendations that in order to speed up the research of cooperation between public hospitails and private hospitals.Research Methods:A questionnaire survey was conducted on doctors and nurses who participated in cooperation between public hospitails and private hospitals in order to learn the satisfaction from the technical level,service capacity,hospital development and personal development.Through the on-the-spot investigation,the paper will study the project about basic situation and the effect,especially the problems and obstacles in cooperation between public hospitails and private hospitals by symposium including the health administrative personnel,managers from the private hospital A and the public hospital B.Through in-depth interviews with doctors and patients,this paper focuses on the changes,the impact in public-private partnerships.Contents:The basic situation of cooperation between public hospitails and private hospitals(private hospital A and public hospital B)including background,goals and main cooperative contents of this project is the research emphasis.This paper analyzes and evaluates the implementation effect of cooperation between public hospitails and private hospitals from the private hospital A,the public hospital B,the patients and the government.Combined with the development situation of China’s health system and private hospitals,public hospitals,this paper will have a deep analysis on the problems and reasons of the current cooperation project between public hospitails and private hospitals,and puts forward targeted countermeasures and suggestions.Conclusion:The project of cooperation between public hospitails and private hospitals has haven some effects on no matter private hospital A,public hospital B or patients.But this project is in the initial stage that at this stage the effect is mainly embodied in the private hospital A,because the public hospital B and private hospital A have a certain gap.The cooperation project between public hospitails and private hospitals has an obvious effect on the comprehensive promotion of private hospitals A’s technical and management level,and it’s helpful to solve the insufficient of beds in public hospital B,to improve the efficiency of health services,to expand the patient’s medical choices,to effectively increase the health services.But there are still many problems to be solved,and the main problems are:private hospital A has a weak foundation,slow speed of development of medical technology,limited capacity of attracting patients,a strong dependence on public hospitals B,affected of sustainable development;public hospital B doesn’t give a enough popularization of cooperation project between public hospitails and private hospitals,the continuity of the assignment is difficult to guarantee,awareness of intangible asset protection is not strong;At the macro level,the insufficient leading of government in cooperation between public hospitails and private hospitals,the lack of supporting policies and laws in cooperation between public hospitails and private hospitals,the absent management functions in cooperation between public hospitails and private hospitals,the imperfect of supervision system,the unestablished evaluation mechanism in the cooperation between public hospitails and private hospitals,difficult coordination between public welfare and profitability,imperfect development policy of private hospitals.In this regard,the author suggests that the private hospital A should comprehensively enhance its overall strength,improve the growth speed of medical technology,establish social reputation,enhance the attractiveness to patients;public hospital B should strengthen the guide of cooperation between public hospitails and private hospitals and foster awareness of the protection of intangible assets;policy improvement is essential including aspects of laws and regulations,management functions,supervision system,evaluation mechanism,choice of partners,development policy of private hospitals.
