Study On Two-way Refferral Of Shanghai Medical Institutions Under The Model Of Agreement Cooperation

In 2009,the new medical reform released "on deepening the views of medical and health system reform".One goal of the reforms is to achieve the " first diagnosis in medical model community,referral,acute and chronic treatment,upper and lower linkage".March14,2016 NPC and CPPCC report once again put forward the "actively implement the two-way referral system,to further solve the" big hospital resources are supply,community hospital resource utilization is not high "problem".Two-way referral has become the main way to solve the medical problems.At present,public hospital reform in China is deepening constantly.The establishment of community hospital two-way referral under cooperation agreement mode is to achieve integration of medical resources and promote rational division between the various medical institutions,which is significant for the two-way referral.The mode of cooperation agreement in Shanghai ease the pressure of overcrowding on the big hospital,enhance the community hospital medical services,realize the more rational using of medical resource,and solve or alleviate the problem of the current medical treatment in the implementation process of two-way referral in a certain extent.However,there are still a "bottom-up generally,top-down difficult",obstructed referral process and other issues,which make the implementation of two-way referral not achieve the desired results.This paper is to analyze the current main problems existing in the two-way referral,summary the main factors of restricting its development,and find out the optimization operation of two-way referral so as to ensure the substantive operation of two-way referral.relate and analyzeThe two-way referral under the agreement cooperative modem was selected as the research object.In order to ensure the comprehensive and accurate research,literature analysis,survey interviews,empirical research,analytic hierarchy process,Grey Theory,structural equation and so on were used to relate and analyze the literature research.Firstly,the related concepts and theories were described.The present situation of community hospitals two-way referral under the cooperation mode was analyzed,the problems were found and reasons lead to the problems were summarized;Secondly,based on the selection of patient satisfaction,referral referral rate as the evaluation index,respectively,the Grey Theory was used to analyze the correlated influencing factors and the analytic hierarchy process was used to analyze the referral referral rate;Thirdly,the related hypothesis were put forward on the basis of theoretical research.The structural equation was used to construct empirical analysis on the basis of constructing model;Then,the domestic and foreign experiences were analyzed from foreign and domestic double perspective;Finally,based on the theoretical and empirical analysis results,the countermeasures and suggestions of optimizing the two-way referral of Shanghai hospital under the cooperation model were put forward.The conclusion drown through the research is that improving patient satisfaction is helpful to promote the referral rate.Therefore thus strengthening the quantity control and quality management are effective way to promote the operation of two-way referral.To make sure good medical orderly and achieve rational and effective using of medical resources,and ultimately promote medical services to better benefit the masses.
