Study On The Handling Capacity For Public Health Emergency Of Urban Communities In Lanzhou City ——Taking Community D As An Example

As the most basic unit of social governance,community is the main gathering and living place for social members with critical problem;as the basis of social emergency handling,community is an important place where residents live and work,bearing public health emergencies.When fighting against the COVID-19,the community has become the most direct and important place for joint prevention and control,and it is difficult for the traditional community emergency handling capacity to effectively cope with the impact of various risk disasters.In this paper,we study and optimize the emergency handling capacity of urban communities for public health emergencies,discover its problems,build resilient communities and establish a firm line of safeguard for community safety.The paper selects urban community Lanzhou D community as an example,and based on risk management theory,resilient community theory and polycentric governance theory,after defining the relevant concepts and theoretical foundations of the paper.Firstly,the Delphi method is used to construct an urban community emergency public health event emergency handling capacity evaluation index system including 7 primary indicators and 25 secondary indicators.Analytic hierarchy process was used to determine the weights of the indicators,and then the experts’ scoring method was used to evaluate the comprehensive level of it.Finally,the questionnaire survey and comprehensive evaluation were used to analyze its problems.Through field research and evaluation analysis,it was found that the current urban communities in Lanzhou city generally have weak awareness of multi-subject participation,lack of emergency knowledge propaganda in the community,poor information processing ability of the community emergency management platform,untimely community emergency reflection,unsound community emergency plans,and imperfect emergency security mechanisms.Through the study,the following recommendations are proposed for the problems of emergency handling capacity in urban communities: strengthen publicity and education to improve residents’ emergency participation capacity;strengthen the intelligence of grid management,enhance recovery and reconstruction capacity;and establish a community emergency hierarchical mechanism to build better communities.
